Date <br />of Substantial Completion extended to February 28, 1990. <br /> <br /> The Board acknowledged the resignation of Ms. Sylvia Smith, Chairperson <br />of the Cabarrus County Community Based Alternatives (CBA) Task Force, due to <br />workload and personal demands. An appointment to fill the vacancy on the Task <br />Force will be made at a later date. <br /> Chairman Lentz announced that the Cabarrus County Board of Education had <br />invited the members of the Board to tour the new facility at A. T. Allen School <br />on Monday, January 8, at 5:00 P.M. The Board agreed to meet with the Board of <br />Education at that time. <br /> At the request of Commissioner Moss, the Board asked that Mr. Paul Watson <br />of HDR Engineering, Inc. be invited to the meeting on January 15, 1990 to <br />present a status report on the Coddle Creek Reservoir. <br /> It was noted that there will be a district meeting of the North Carolina <br />Association of County Commissioners at 6:00 P.M. on February 28 at the Hilton <br />at University Place in Charlotte. <br /> Commissioner Moss proposed that a liaison committee be established with <br />representatives from the County, the municipalities in the county, and the two <br />boards of education. He recommended that the committee meet on a monthly basis <br />to discuss issues of mutual concern and that the committee be made up of the <br />following representatives: Two members from Cabarrus County; Two members from <br />the City of Concord; Two members from the City of Kannapolis; One member from <br />the Town of Mt. Pleasant; One member from the Town of Harrisburg; One member <br />from Cabarrus County Board of Education; and one member from the Kannapolis <br />Board of Education. The Board by consensus designated Commissioners Moss and <br />Hamby as its representatives and directed that a letter be written to each <br />municipality and each board of education requesting the appointment of members <br />to the liaison committee. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioners Hamby, Moss, and Simmons and Chairman Lentz voting for, the Board <br />adopted in principle the following as a policy for Cabarrus County and <br />authorized Mr. Fletcher L.
