<br /> The Board briefly discussed the request for the reduction of the retainage
<br />from ten percent (10%) to five percent (5%) for the Governmental Center prime
<br />contracts. This matter was deferred until the meeting on February 5, 1990.
<br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., presented an update
<br />on the status of the Coddle Creek Reservoir project and reviewed an estimated
<br />schedule of dates and tasks for the remaining steps necessary to obtain a
<br />Section 404 Permit from the United States Corps of Engineers. He indicated that
<br />he would meet with representatives from the Environmental Protection Agency,
<br />Corps of Engineers, and United States Fish and Wildlife Service in the near
<br />future to discuss the project and available mitigation options. Also, Mr.
<br />Watson projected July 2 as the date his firm could begin development of specific
<br />plans for mitigation area construction, planting and management for the project.
<br /> The following bids were received on January 4, 1990 for the Afton Run
<br />Branch Outfall, pump station and force main which will serve the Rowan-Cabarrus
<br />Community College campus.

<br />*On day of bid opening, bid was submitted as $810,876.07; however,
<br />an error was discovered in the bid extensions by Mr. W. E. Cochran,
<br />Engineer. Error was acknowledged by R. F. Shinn Construction and
<br />bid was corrected to read $860,895.11.
<br />
<br /> During review of the bids, Mr. Michael M. Ruffin, County Manager, informed
<br />the Board that Dogwood Partners, Inc. would be contributing $300,000.00 to the
<br />project which would provide sewer service to a new subdivision being developed
<br />by the company.
<br /> The motion by Chairman Lentz and seconded by Commissioner Moss to award
<br />the contract to the low bidder, Ramey, Inc., in the amount of $849,701.00
<br />contingent upon the receipt of funds from the Dogwood Partners, Inc. and with
<br />the appropriation of $349,201.00 from the Fund Balance for the job was withdrawn
<br />after Mr. Fletcher L. Hartsell, Jr., County Attorney, expressed concerns
<br />relative to the bid tabulation. The matter will again be discussed at the
<br />Board's meeting at 4:00 P.M. on January 22, 1990.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with
<br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board
<br />approved the Agreement between the Town of Mount Pleasant and Cabarrus County
<br />relative to an increase in the County's water allocation from the Black Run
<br />Creek Impoundment. The Board authorized Chairman Lentz to execute the following
<br />Agreement on behalf of Cabarrus County.
