<br /> The Board of Commissioners for the County of Cabarrus met in recessed
<br />session at the Cabarrus County Parks and Recreation Department in Concord, North
<br />Carolina, on Monday, January 22, 1990, at 4:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> Billy J. Simmons, Jr.
<br /> Mr. Alvin M. Stanford, County Extension Chairman, presented the Capital
<br />Improvement Program request for the Agricultural Extension Service. He reviewed
<br />the need for a new Agricultural Center and projected a cost of approximately
<br />$1.5 million for a 20,000 square foot facility located on eight acres of land.
<br /> Also speaking in support of the requested facility were Mr. Brady Black,
<br />Chairman of the Agricultural Extension Advisory Commission, and Mr. Troy Cook,
<br />member of the Advisory Commission.
<br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, advised that the Board
<br />could proceed with the award of the Afton Run Sewer project bid to the low
<br />bidder, Ramey, Inc., in the amount of $849,701.00. This matter had been
<br />discussed by the Board at its meeting on January 15, 1990, at which time the bid
<br />tabulation was entered into the minutes on Page 289. According to Mr. Hartsell,
<br />the bid specifications had called for unit price bids and it was appropriate for
<br />Mr. W. E. Cochran, Jr., Engineer, to review and correct the bid for R. F. Shinn,
<br />Inc. from $810,000.00 to $860,895.11.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons and
<br />unanimously carried, the Board awarded the bid for the Afton Run Sewer project
<br />to the low bidder, Ramey, Inc., in the amount of $849,701.00.
<br /> Budget amendments relative to funding for the Afton Run Sewer project were
<br />deferred until the meeting on February 5. The Notice to Proceed will not be
<br />issued to Ramey, Inc. until after February 5.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and
<br />unanimously carried, the Board approved the recommendations made by the Board
<br />of Health and appointed the following persons to the Board of Health for terms
<br />of three years ending December 31, 1992.

<br />Dr. C. Herbert Smith, Jr. - Optometrist position
<br />Mr. Frank A. Rankin, III - Professional Engineer position
<br />Ms. Jane Kiser (Reappointment) Public position

<br /> Ms. Cynthia Eades, Personnel Officer, requested the reclassification of
<br />the Park Manager at Bakers Creek Park from Salary Grade 56 to Salary Grade 61.
<br />She reviewed salary data from other jurisdictions with similar positions and
<br />reported that the current classification presented problems relative to
<br />recruitment as well as the internal relationship with other positions within the
<br />department.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons and
<br />unanimously carried, the Board approved the reclassification of the Park Manager
<br />for the Bakers Creek Park from Salary Grade 56 to Salary Grade 61 effective
<br />January 1, 1990.
<br /> Commissioner Simmons, liaison to the Cabarrus Utilities Board, reported
<br />that the Utilities Board had received the following two bids for a study of the
<br />proposed water and sewer authority and had unanimously recommended the selection
<br />of J. N. Pease in the amount of $40,000.00.

<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and
<br />unanimously carried, the Board awarded the contract for the study of a water and
<br />sewer authority to J. N. Pease in the amount of $40,000.00 as recommended by the
<br />Cabarrus Utilities Board. Funding will be provided by the County and the
<br />municipalities on a per capita formula as follows:
