304 <br /> <br /> Mr. Henry Waldroup, Superintendent of Water and Sewer, presented <br />information relative to a water line extension for the Hopewell Church Road in <br />the Midland area. He estimated a total project cost of $53,640.00 with 11 <br />original customers and a potential of 30 customers in a new subdivision. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized Mr. Henry Waldroup to proceed with the <br />preparation of plans for the Hopewell Church Road water extension for review and <br />approval for the formal bidding process. <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., presented the five- <br />year Capital Improvements Program and Ten Year Needs Assessment for water and <br />sewer in the county. He explained that the focus of the study was on major <br />capital needs for water and sewer facilities, re§ionalization of services, and <br />coordination of water and sewer facilities. Water and sewer needs for the next <br />ten years totalled more than $63 million and included such sewer projects as the <br />Coddle Creek, Rocky River, Reedy Creek, Cold Water Creek, and Adams Creek <br />Interceptors as well as the Midland sewer and waste treatment plant. Water <br />projects listed in the needs assessment included western loop connections, Mt. <br />Pleasant tie-in, Midland water facilities, Coddle Creek, Crisco Road, Pharr Mill <br />Road, Hickory Ridge Road, and Robinson Church Road facilities. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that Land and <br />Timbers, Inc. had agreed to a settlement in the amount of $47,500.00 for <br />litigation initiated two years ago for the condemnation of Lots 1, 7, 8, and 9 <br />of the Rollingwood Forest and located on the north side of North Carolina Highway <br />73 and for the additional purchase of Lot 24 of Rollingwood Forest and located <br />on the south side of North Carolina Highway 73. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board agreed in principle for the payment of $47,500.00 <br />to Land and Timbers, Inc. for four lots (20± acres) identified as Lots 1, 7, 8, <br />and 9 of Rollingwood Forest and for an additional lot (1± acres) identified as <br />Lot 24 of Rollingwood Forest for the Coddle Creek Reservoir project. The Board <br />further authorized the execution of the settlement agreement and conforming <br />documents between Cabarrus County and Land and Timbers, Inc. <br /> Commissioner Melvin presented information relative to a request to the <br />State by Howellts Child Care Center for a new permit for a package treatment <br />plant to serve the facility. <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., reported a tentative <br />meeting had been scheduled for February 6 with the Environmental Protection <br />Agency, the United States Army Corps of Engineers, and the Fish and Wildlife <br />Services in Raleigh. <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 6:07 P.M. for the members of the Board to attend the "Report to the <br />People" being presented by the Agricultural Extension Service. <br /> <br />Clerk to the Board <br /> <br /> <br />
