Pleasant area representative to the Parks <br />and Recreation Advisory Commission for a term of three years ending December 31, <br />1992. <br /> Mr. Mike Byrd, Transportation Planner, briefly reviewed the proposed <br />Transportation Development Plan as presented to the Board on March 19. He noted <br />that the funding split for Section 16(b)(2) vehicle funding had changed from 80- <br />10-10 by the Federal, State, and County Government to a split of 60-20-20. Mr. <br />Michael M. Ruffin, County Manager, reported that it had been suggested that the <br />County apply for Section 18 funding instead of Section 16(b)(2). If this <br />occurs, the public hearing scheduled for April 16 relative to the Section <br />16(b)(2) vehicle funding application will be cancelled. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Simmons and Chairman Lentz voting for, the <br />Board adopted the Cabarrus County Transportation Development Plan prepared by <br />Ecosometrics, Inc. The Plan as adopted by the Board is on file in the Office <br />of the County Manager and is hereby included by reference as a part of the <br />minutes. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin and Simmons and Chairman Lentz voting for, the Board <br />approved the submission of a North Carolina Elderly and Handicapped <br />Transportation Assistance Program (EHTAP) grant application for $24,162.00 in <br />funds for additional services for the elderly and handicapped. The Board <br />authorized the execution of the following Certified Statement. <br /> <br />CERTIFIED STATEMENT <br /> <br />Pursuant to G.S. 136-44.27, the North Carolina Elderly and <br />Handicapped Transportation Assistance Program, this is to certify <br />that the undersigned is the duly elected, qualified and acting <br />chairperson of the Board of County Commissioners of the County of <br />Cabarrus, North Carolina, and that the following statements are true <br />and correct: <br /> <br />1. That the funds received pursuant to G.S. 136-44.27 will <br />be used to provide additional transportation services for the <br />elderly and handicapped, exceeding the quantity of trips <br />provided prior to the receipt of these funds. <br />2. That the funds received pursuant to G.S. 136-44.27 will <br />not be used to supplant existing Federal, State or local funds <br />designated to provide elderly and handicapped transportation <br />services in the county. <br />3. That the funds received pursuant to G.S. 136-44.27 will <br />be used in a manner consistent with the local Transportation <br />Development Plan approved by the NC Department of <br />Transportation and the Board of Commissioners. <br />4. It is understood that all quarterly allocations to the <br />County pursuant to G.S. 136-44.27 subsequent to the first <br />allocation will be made following the receipt of the progress <br /> <br /> <br />
