332 <br /> <br />The following persons spoke in support of the rezoning. <br /> <br />Mr. Arnold Suther - Petitioner <br />Mr. Troy R. Cook - Resident of the area <br />Mr. Bryant Bost - Resident of Sapp Road <br />Mr. Ken McAnulty - Chairman of the Cemetery Committee of the New Gilead <br /> United Church of Christ <br /> <br /> Arguments in support of the rezoning included the following: No prior <br />complaints relative to the operation of the grading company; the placement of <br />a berm to screen the shop from the cemetery; and the construction of a road and <br />playground on church property by Mr. Suther. Mr. Suther commented that he was <br />requesting the rezontng in order to construct an addition to his shop currently <br />located on the propoerty. <br /> Commissioner Melvin reported that Commissioner Moss had requested that <br />action on Petition 90-04 be deferred until he could be present at the next <br />meeting on April 2, 1990. <br /> There was no one else present to speak either for or against the rezoning <br />petition, and Chairman Lentz closed the public hearing for Petition 90-04. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin and Hamby and Chairman Lentz voting for and Commissioner <br />Simmons voting against, the Board deferred action on Petition 90-04 until April <br />2, 1990. <br /> <br />ZONING TEXT AMENDMENT <br /> <br />Petition 90-01. Planning Staff. Amendment to Section 5.6-3, "Sign <br />Regulations. Application." The Planning Board voted 4-0 to recommend <br />approval of this petition. <br /> <br /> There was no one present to speak either for or against the proposed text <br />amendment, and Chairman Lentz closed the public hearing for Petition 90-01. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with <br />Commissioners Simmons, Hamby, and Melvin and Chairman Lentz voting for, the <br />Board approved Zoning Text Petition 90-01 as follows: <br /> <br />Section Number and Name: Section 5.6-3 Application <br />Purpose of Change: To add a section providing for signage for home <br />occupations and rural home occupations, to wit: <br /> <br />(17) <br /> <br />Signs for home occupations and rural home occupations as <br />follows: <br />(a) home occupation - one non-illuminated sign not to exceed <br /> four (4) square feet, either affixed to building or <br /> freestanding. <br />(b) rural home occupation - total non-illuminated signage <br /> not to exceed ten (10) square feet, either affixed to <br /> building or freestanding. <br /> <br /> The Honorable Ralph Austin, Mayor of the Town of Mount Pleasant, presented <br />information relative to law enforcement in the Town of Mount Pleasant. He <br />reported that in the past the Town had funded three officers and Cabarrus County <br />had funded one officer who was assigned to the Town. However, Mayor Austin <br />explained that due to the increasing cost of the officers the Town Board had <br />voted to request that the Board of Commissioners fund two part-time County <br />officers (80 percent in Mount Pleasant and 20 percent patrolling Eastern <br />Cabarrus County) for Fiscal Year 1990-1991. Ms. Kay Scott, member of the Town <br />Council, expressed support of the request presented by Mayor Austin. <br /> Sheriff Robert Canaday reviewed the contractual agreement of 1983 whereby <br />the County-funded officer is assigned to routine patrol duties within the Town <br />of Mount Pleasant for approximately 80 to 85 percent of the time and the <br />remaining 15 to 20 percent is devoted to the surrounding area. He pointed out, <br />however, that the three Town officers also respond to emergencies outside the <br />town limits and to assist other units in an emergency. <br /> Chairman Lentz requested Sheriff Canaday and Mayor Austin to discuss the <br />Town's request and present a recommendation to the Board at a later meeting. <br /> Mr. Steve Little, Recreation Director, briefly reviewed the proposed <br />Fiscal year 1990-91 Fees and Charges Policy and Schedule for the Cabarrus County <br />Parks and Recreation Department. <br /> <br /> <br />
