345 <br /> <br />Cabarrus County Office of the Emergency Services will forward such <br />applications to the Cabarrus County Board of Commissioners for their <br />approval. <br /> <br />The Cabarrus County Board of Commissioners shall approve or disapprove all <br />applications for first responder agency status and grant certificates to <br />operate as a first responder agency in Cabarrus County. <br /> <br />Application for certificate to function as an individual first responder <br />in Cabarrus County by an applicant individual shall be filed with the <br />Cabarrus County Office of Emergency Services by the applicant Fire Chief <br />or his/her designee with proper approval from the corporate Board of <br />Directors. This application shall be made upon such forms as may be <br />prepared by Cabarrus County Emergency Services and shall contain: <br /> <br />A. The name, age, social security number, driver's license number, <br /> and address of the applicant individual. <br />B. The dates, location, and instructor of a successfully completed basic <br /> first responder training courseby the applicant individual. <br />C. The expiration date of American Heart Association or American Red <br /> Cross Cardiopulmonary Resuscitation certification of the applicant <br /> individual. <br />D. The name of the first responder agency with which the applicant <br /> individual is to be affiliated. <br /> <br />o <br /> <br />Upon receipt of application for certificate to operate as an individual <br />first responder in Cabarrus County, the Director of Emergency Services or <br />his designated representative will approve or disapprove all applications <br />based on criteria in Section 5 of this document. <br /> <br />Upon approval to operate as an individual first responder in Cabarrus <br />County, a certificate and pocket card will be issued by Cabarrus County <br />Office of Emergency Services. <br /> <br />SECTION 4: Terms of Certification as a First Responder Agency and Individual <br /> Responder. <br /> <br />A certificate to operate as a first responder agency in Cabarrus County, <br />and issued by the Cabarrus County Office of Emergency Services to an <br />applicant agency will be permanent with four (4) individual first <br />responders. However, either party at its option may terminate the <br />certificate upon thirty (30) days prior written notice to the other party <br />or immediately upon failure to meet qualification standards. <br /> <br />A certificate to operate as an individual first responder in Cabarrus <br />County, issued by Cabarrus County Office of Emergency Services will be <br />valid for a term of two (2) years. <br /> <br />If any first responder agency or individual first responder shall violate <br />or fail to comply with any provision of these guidelines, notification <br />will be given by the Director of the Cabarrus County Emergency Services <br />to the first responder agency Fire Chief or his/her designee stating the <br />violation and requesting a meeting to resolve the violation. If the <br />violation is not resolved, the written complaint will be forwarded to the <br />Cabarrus County First Responder Advisory Board for its investigation of <br />the complaint. The First Responder Advisory Board will have the final <br />authority on suspension or revocation of an individual first responder's <br />certification. The board can make a recommendation to the Board of County <br />Commissioners for suspension or revocation of a first responder agency's <br />certification. <br /> <br />° <br /> <br />Upon termination, revocation, or suspension of a certificate to operate <br />as a first responder agency or individual, as hereunder determined, the <br />first responder agency or individual shall immediately cease to operate. <br />Termination of a certification for non-compliance to rules must be <br />approved by the Board of County Commissioners. <br /> <br />o <br /> <br />If membership drops below that specified in Section 4.1, the First <br />Responder unit has 120 days to get back to strength. If not, the Advisory <br />Board will suspend the certification until the number is back to minimum. <br /> <br /> <br />
