346 <br /> <br />SECTION 5: Standards for First Responder Agencies and First Responder Members. <br /> <br />Each first responder agency and its first responder members shall at all <br />times comply with the requirements of these guidelines, the certification <br />granted hereunder, and all applicable state and local laws relating to <br />health, sanitation, safety and all other laws and ordinances, including <br />the N.C. Motor Vehicle laws when its members are responding to an <br />emergency scene. <br />To be certified and maintain certification, a first responder individual <br />must: <br />A. Be of suitable character, not addicted to the use or abuse of drugs <br /> or alcohol. <br />B. Be at least sixteen (16) years of age. Age of the first responder is <br /> at the discretion of the first responder agency with 16 being the <br /> minimum. <br />G. Nave a valid N.C. driver's license and a good driving record as <br /> determined by the Chief or his designee. <br />D. Be required to show evidence of successful completion of a basic first <br /> responder training course of at least 40 hours as described in Section <br /> 12 of this document. The final written and practical exam must be <br /> passed with a score of 70%. <br />E. Be required to show evidence of continuing education of at least 12 <br /> hours per year in emergency medical service related courses. <br />F. Current certification in Cardiopulmonary Resuscitation by the American <br /> Red Cross or the American Heart Association. <br />G. Recertification: Be required to show evidence of attendance and <br /> successful completion of specified continuing education courses <br /> (including annual CPR certification) approved by the Cabarrus <br /> County Office of Emergency Services and successfully pass a skills <br /> test. Recertification to be every two (2) years. <br />H. Guidelines for acceptable continuing education includes any area in <br /> Section 12 of this ordinance, plus training in use of self-contained <br /> breathing apparatus. A maximum of two (2) hours credit will be given <br /> for self-contained breathing apparatus. <br />I. Must have identification cards issued by the Cabarrus County Office <br /> of Emergency Services verifying that the individual is a certified <br /> first responder. This card must be worn by responders when on call. <br />J. An individual who possesses a current and valid certification as a <br /> North Carolina Emergency Medical Technician may be certified as an <br /> individual first responder in Cabarrus County without having to <br /> complete a forty (40) hour first responder Course. Current American <br /> Heart Association or American Red Cross Cardiopulmonary Resuscitation <br /> certification and first responder continuing education are required. <br /> N.C. E.M.T. certification must remain current and all other <br /> requirements of these guidelines must be fulfilled. E.M.T. <br /> recertification courses can be applied to required continuing <br /> education hours. An E.M.T. whose certification has expired will be <br /> allowed to revert to first responder status if their continuing <br /> education is current. <br />K. First responder personnel will not be exempt from any rules, <br /> regulations, or duties of their sponsoring organization. <br /> <br />Section 6: Standards for Communications. <br /> <br />First responders will be controlled under all current FCC and Cabarrus <br />County Fire Department radio procedures. <br /> <br />Section 7: Standards for Dispatch. <br /> <br />Cabarrus County first responder agencies will respond on a 24 hour <br />basis. <br />Cabarrus County Communications will dispatch first responders to respond <br />to accidental or medical emergencies. <br />The first responder agency or individual will not respond to any calls <br />for assistance unless they notify the Cabarrus County Communications <br />Center. <br />Any calls received personally by a first responder agency or individual <br />must be reported first to the Cabarrus County Communications Center before <br />first responders respond to the call. <br /> <br /> <br />
