347 <br /> <br />o <br /> <br />The first responder or agency will only be dispatched to emergency <br />situations in their designated first responder area -- unless an emergency <br />situation arises elsewhere in the county where their assistance will be <br />needed. <br />No first responder or agency will be allowed to cancel the dispatch of an <br />ambulance unless a release is obtained by the first responder or unless <br />the call is unfounded. If an ambulance is cancelled, the person <br />cancelling must identify him/herself. <br />A first responder or agency will be allowed to cancel a rescue unit that <br />has been dispatched as a result of an entrapment or pin-in if the <br />situation no longer exists. If rescue is cancelled, the person cancelling <br />must identify him/herself. <br />No more than four (4) first responders per patient shall be at the <br />emergency scene unless the conditions warrant additional first responders. <br />If more than the required number of first responders appear at the scene, <br />they shall: <br />a. Be held in reserve in case their services are required. <br />b. Provide traffic control. <br />If at any time a Cabarrus County Ambulance Service vehicle arrives on the <br />scene'before the first responder, they may, at their discretion, cancel <br />the first responder en route or slow their response. <br /> <br />SECTION 8: Standards for Patient Care by First Responder Agency and the First <br /> Responder Member. <br /> <br />o <br /> <br />o <br /> <br />At the scene of an emergency, the first responder agency shall administer <br />basic life support and first-aid, including the taking of vital signs, to <br />the sick or injured in a way that is consistent with the level of first <br />responder training set forth. First responders are limited to basic care. <br />If other skills are desired, the persons performing the skill must be <br />certified by the State of N.C. to perform the skills, i.e., EMT, EMT-I, <br />EMT-AI, EMT-P. At this point all skills above basic level requires <br />medical control. <br />Cabarrus County First Responders who possess current and valid North <br />Carolina Emergency Medical Technician certification shall administer <br />patient care which is consistent with the level of Emergency Medical <br />Technician training set forth by the State of North Carolina. <br />At the scene of the emergency and prior to the ambulance providers <br />arrival, the senior first responder shall be in control of the emergency <br />victim's care provided by that agency and its members. <br />Upon arriving at the scene of the emergency, the crew on the ambulance <br />shall assume control of the victim's care. <br />The ambulance crew shall, at their discretion, release the first <br />responders when he or she feels their service is no longer needed at the <br />emergency scene or may request one or more first responders to assist in <br />the transportation of the patient(s) to the hospital. <br />The first responders shall act in a professional and courteous manner at <br />all times when administering care to patients. <br />The first responder and the first responder agency shall be liable for <br />their actions pertaining to the care of the patient prior to the arrival <br />of the ambulance provider. <br /> <br />SECTION 9: Standards for Record Keeping. <br />1. Each first responder agency shall maintain the following records: <br /> A. Record of Patient Treatment; For each patient rendered assistance by <br /> the first responder agency, the following information will be recorded <br /> on a patient treatment form: <br /> <br />(1) Name, age, and address of the patient. <br />(2) Date and time treatment rendered. <br />(3) Location of treatment rendered. <br />(4) Patient complaints and condition at the time of treatment <br /> rendered. <br />(5) Patient vital signs and time recorded. <br />(6) Treatment rendered the patient by the first responder. <br />(7) Name of the member of the ambulance provider to whom patient <br /> is relinquished. <br />(8) Printed names and signatures of the first responders who <br /> provided patient care. <br /> <br /> <br />
