<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session'at the Cabarrus County Governmental Center in Concord, North Carolina
<br />on Monday, April 16, 1990, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> Billy J. Simmons, Jr.
<br /> The invocation was given by Reverend Frank Hare of the Calvary Assembly
<br />of God.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and
<br />unanimously carried, the minutes of March 22, 1990 were approved as written.
<br /> Dr. Nancy Randall, Chairman of the Cabarrus County Planning Board,
<br />introduced Mr. Gerald Newton, who assumed the duties as County Planning and
<br />Zoning Director on April 9, 1990.
<br /> Chairman Lentz announced that this was the date and hour for a public
<br />hearing to consider proposed Zoning Atlas and Text Amendments. Dr. Nancy Randall
<br />presented each of the proposed amendments as recommended by the Planning Board.
<br />Mr. Jonathan Marshall, member of the Planning staff, reviewed the location of
<br />each of the areas proposed for rezoning. Public input was received by the Board
<br />prior to action on each of the proposed amendments.

<br />ZONING ATLAS AMENDMENTS

<br />Petition 90-04. Arnold Suther, off Old Concord-Salisbury Road,
<br />township 5, part of Map/PIN 5632-81-5740, approximately 1 acre.
<br />Wishes to rezone from R-30 to ARR.
<br />
<br /> -It was noted in a memorandum dated April 3, 1990 from Mr. Jonathan
<br />Marshall that Mr. Arnold Suther, petitioner, had intended for part of Map/PIN
<br />5632-81-5740 to be included in the Petition heard by the Board on March 26 and
<br />April 2, but had inadvertently omitted it. This part of the petition had been
<br />readvertised and brought before the Board at this time to correct the omission.
<br /> There was no one present to speak for or against the rezoning, and
<br />Chairman Lentz closed the public hearing for Petition 90-04.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with
<br />Commissioners Moss and Melvin and Chairman Lentz voting for and Commissioners
<br />Hamby and Simmons voting against, the Board approved Petition 90-04 by Arnold
<br />Suther, to rezone property off Old Concord-Salisbury Road, part of Map/PIN 5632-
<br />81-5740, approximately 1 acre, from R-30 to ARR.

<br />Petition 90-05. Troy & Elizabeth Cook, Lot #7, 601 Industrial Park,
<br />Armentrout Drive, township 11, part of Map/PIN 5539-06-7886, 1.5
<br />acres. Wishes to rezone from I-1 to I-2. The Planning Board voted
<br />5-0 to approve this petition.
<br />
<br /> Mr. Troy Cook, petitioner, spoke in support of the rezoning.
<br /> There being no one else to speak relative to the requested rezoning,
<br />Chairman Lentz closed the public hearing for Petition 90-05.
<br /> UPON MOTION of Commissioner Simmons, seconded by Chairman Lentz and
<br />unanimously carried, the Board approved Petition 90-05 by Troy and Elizabeth
<br />Cook to rezone Lot #7, 601 Industrial Park, Armentrout Drive, part of Map/PIN
<br />5539-06-7886, 1.5 acres, from I-1 to I-2.

<br />Petition 90-06. Billy Plummer, end of Burlwood Road, township 1,
<br />Map/PIN 5526-14-4357. Wishes to rezone from ARR to R-30. The
<br />Planning Board voted 4-1 to deny this petition.
<br />
<br /> Mr. Billy Plummer, petitioner, asked that Petition 90-06 be deferred until
<br />the May zoning meeting as a number of his representatives were out of town for
<br />the Easter holiday. It was noted that Mr. Plummer as petitioner would be
<br />required to pay the cost for the readvertisement of the public hearing notice.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and
<br />unanimously carried, the Board delayed Petition 90-06 by Billy Plummer until the
<br />May 21 zoning meeting.
