363 <br /> <br />to provide assistance for rural public transportation projects; and <br /> WHEREAS, the purpose of these ~ransportation funds is to <br />provide grant monies to local agencies for the provision of rural <br />public transportation services; and <br /> WHEREAS, Article 2B of Chapter 136 of the North Carolina <br />General Statutes and the Governor of North Carolina have designated <br />the North Carolina Department of Transportation (NCDOT) as the <br />agency responsible for administering funds received through Section <br />18 of the Urban Mass Transportation Act of 1964; and <br /> WHEREAS, Cabarrus County, hereby assures and certifies that <br />it will comply with the Federal Statutes, regulations, executive <br />orders, the Special Section 13(c) Warranty, and all administrative <br />requirements which relate to the applications made to and grants <br />received from the Urban Mass Transportation Administration, as well <br />as the provisions of Section 1001 of Title 18, U.S.C. <br /> NOW, THEREFORE, be it resolved that the Chairman of the <br />Cabarrus County Board of Commissioners is hereby authorized to <br />submit a grant application for funding under Section 18 of the Urban <br />Mass Transportation Act of 1964, make the necessary assurances and <br />certifications and be empowered to enter into an agreement with the <br />NCDOT to provide incidental general public transportation services. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The Honorable Ralph Austin, Mayor of the Town of Mt. Pleasant, reiterated <br />the Town Board's request that the County Commissioners fund an additional law <br />enforcement officer to be assigned to the Town of Mt. Pleasant. The Board had <br />originally received the Town's request on March 26, 1990 and referred the matter <br />to Sheriff Robert Canaday, Mayor Austin, and the Mt. Pleasant Town Board for <br />discussion and a recommendation to the Board. <br /> Sheriff Canaday presented the following compromise relative to law <br />enforcement service for the Town of Mt. Pleasant: <br /> <br />Cabarrus County authorize the hiring of an additional officer at <br />County expense to be assigned to the Town of Mt. Pleasant to provide <br />for two officers paid for by the Town and two paid for by the <br />County. The four officers while on duty will remain primarily <br />within the corporate limits of the town approximately 80 percent of <br />their time and the remaining 20 percent will be spent patrolling <br />within close proximity to the corporate limits of the town. <br /> <br /> Chairman Lentz advised Mayor Austin that the law enforcement request would <br />be considered during the upcoming Fiscal Year 1990-1991 budget process. <br /> Mr. Henry Waldroup, Superintendent of Water and Sewer, reviewed a proposed <br />water rate schedule between the Town of Mt. Pleasant and Cabarrus County. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />approved the following water rate schedule as.adopted by the Town Board of Mt. <br />Pleasant on May 1, 1990. <br /> <br /> WATER RATE SCHEDULE <br />BETWEEN THE TOWN OF MT.
