365 <br /> <br /> The following bid was received on April 17, 1990 for a new Type III <br />Ambulance for Cabarrus County from First Response, Inc. <br /> <br />Make and Model of Equipment 1990 E-350/Type III Responder III <br />Base Price for Delivered Equipment $45,470.00 <br />N. C. Sales Tax $ 1,000.00 <br />Total Price for Delivered Equipment $46,470.00 <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss with <br />Commissioners Melvin, Moss and Hamby and Chairman Lentz voting for, the Board <br />awarded the contract for the purchase of a new Type III Ambulance to the sole <br />bidder, First Response, Inc., at a total price of $46,470.00 for the delivered <br />equipment. <br /> Mr. Paul Watson, engineer with HDR Engineering, Inc., presented a progress <br />report on the Coddle Creek Reservoir project. He reported a successful April <br />18th meeting between Mr. David Franklin of the U.S. Corps of Engineers and <br />Commissioners Moss and Melvin, the County Manager, the County Attorney, and <br />himself. According to Mr. Watson, a draft zoning text amendment relative to the <br />establishment of stream buffers along perennial streams in Cabarrus County had <br />been forwarded to Mr. Franklin. Mr. Watson also reported that the public comment <br />period would end on May 14 and a decision would be made on the issuance of the <br />Section 404 permit after review of all comments by the Corps of Engineers. It <br />was noted that the revised Mitigation Plan as submitted would save the County <br />approximately $2 million if approved. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for, the Board <br />approved the following amendment to the Cabarrus County Personnel Ordinance. <br /> <br />ARTICLE VII. SEPARATION, DISCIPLINARY ACTION, AND REINSTATEMENT <br /> <br />Section 12. Dismissal <br /> Before a permanent employee may be dismissed on the basis of <br />failure in performance of duties or failure in personal conduct, the <br />following shall occur: <br /> <br />(a) <br /> <br />(b) <br /> <br />The supervisor recommending dismissal should discuss the <br />recommendation with, and receive the approval of the <br />appointing authority; <br />A pre-dismissal conference shall be held between management <br />representatives and the employee. No attorneys or other such <br />representatives for either party shall be present at this <br />conference; a witness or security personnel may be present if <br />management deems necessary. The management representative <br />shall present the employee with written and specific reasons <br />for the proposed dismissal and a brief summary of the <br />information management believes supports the proposed <br />dismissal. The employee shall have a right to respond to that <br />written notice of proposed dismissal in the conference. <br /> <br /> Dr. William F. Pilkington, Health Director, reviewed the proposed revision <br />to the Maternal Health Fee Schedule and attempts by the Health Department to <br />collect fees from clients to support the various programs. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />approved the following Maternal Health Fee Schedule. <br /> <br />(See Fee Schedule on Page 366) <br /> <br /> <br />
