38O <br /> <br />WHEREAS, <br /> <br />the Cabarrus County Board of Commissioners in accordance <br />with North Carolina General Statute 136-44.8 held a <br />public hearing on May 21, 1990 at 8:00 P.M. in the <br />Commissioners' Meeting Room at the Gabarrus County <br />Governmental Center in Concord, North Carolina, in order <br />to consider public comments about the proposed Secondary <br />Road Improvement Program; and <br /> <br />WHEREAS, <br /> <br />North Carolina General Statute 136-44.8 provides that <br />the Board of County Commissioners, after the <br />presentation and discussion of the annual Secondary Road <br />Improvement Program, may concur with the program as <br />proposed. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the <br />County of Cabarrus that said Board does concur with the 1990-1991 <br />Secondary Road Improvement Program as presented by the North <br />Carolina Department of Transportation and recommend that the Board <br />of Transportation adopt the proposed program for Cabarrus County. <br /> <br />Adopted this 21st day of May, 1990. <br /> <br />ATTEST: <br /> /s/ Frankie F. Lentz, Chairman <br /> <br />UNFINISHED BUSINESS <br /> Mr. Henry Waldroup, Utilities Director, reported on results of a recent <br />study to determine the potential of extending County Utility water lines into <br />a rural area located to the west of U. S. Highway 601 South. The roads included <br />in the study were Cal Bost Road, Troutman Road, Grey Bark Road, Snow Crest Drive <br />and Jim Sossoman Road. Mr. Waldroup estimated the cost of the lines at <br />$337,888.00 with 64 potential customers in the area. He stated in his opinion <br />the County should not pursue the project at this time as the area is not <br />identified in the ten-year needs assessment program, no funds are available, and <br />the potential for development in the area is not great enough at this time. <br /> Mrs. Florence Potter disagreed with Mr. Waldroup's estimate of the number <br />of potential customers and indicated there were more than 64 homes in the area. <br />Chairman Lentz asked Mrs. Potter to set up a time and place for Board members <br />and staff to meet with residents of the area to discuss the water service <br />request. <br /> Mrs. Bobble Morgan, resident of Jim Sossoman Road, reported that her water <br />contained high levels of iron and magnesium and indicated that she would be <br />willing to pay for the installation of water service to her home. <br /> Mr. Michael M. Ruffin, County Manager, reported that Commissioners Hamby <br />and Melvin had met with officials from the Charlotte-Mecklenburg Utility <br />Department (CMUD) regarding the possible construction of a treatment plant in <br />Cabarrus County. Additional information requested from CMUD has not yet been <br />received; therefore, the item will again be listed on the agenda upon receipt <br />of the requested information. <br /> The Board reviewed an issue paper from Mr. Gerald A. Newton, Planning and <br />Zoning Director, relative to the proposed 768-bed maximum security prison to be <br />located on the Stonewall Jackson site in Cabarrus County. Major factors in <br />opposition to the site as outlined by Mr. Newton included the following: <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />Property is in close proximity to a middle school now under <br />construction on property purchased from the State. The site <br />will accommodate 850 students in the new J. N. Fries Middle <br />School. <br />The site contains the County's largest park, Frank Llske Park, <br />which is a 178-acre County-operated recreational facility. <br />The land was leased to the county in 1979 by the State of <br />North Carolina for a 25-year period. <br />On May 26, 1987, the Center for Public Television was granted <br />a Conditional Use Permit 0106(c) for construction and <br />operation of a communications relay station and tower. The <br />project has not been completed as of this date. <br /> <br /> <br />
