381 <br /> <br />(4) <br /> <br />(s) <br /> <br />(6) <br /> <br />An Agri-Business facility has been contemplated for the <br />property over the past few months. The facility would serve <br />as a regional center for preparing locally-grown vegetables <br />within a 150-mile area so that produce'can be sold to food <br />companies. <br />There are several residential communities to which their <br />impact is not known. The 3,164 residents in 1980 have <br />increased to 4,200 over the past decade. Siting of proposed <br />facility can seriously limit the area's future planned <br />residential growth. <br />There is the unknown factor of how the proposed facility will <br />function. <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons with <br />Commissioners Moss and Simmons and Chairman Lentz voting for and Commissioners <br />Hamby and Melvin voting against, the Board adopted the following Resolution. <br /> <br /> A RESOLUTION IN OPPOSITION TO THE <br />CONSTRUCTION OF A PRISON IN CABARRUS COUNTY <br /> <br />WHEREAS, <br /> <br />Governor Martin has proposed the construction of a 768- <br />bed prison in Cabarrus County; and <br /> <br />WHEREAS, <br /> <br />the proposed site for the facility is located on <br />approximately one hundred acres of property owned by the <br />State of North Carolina and generally known and referred <br />to as "the Stonewall Jackson property". <br /> <br />WHEREAS, <br /> <br />the House and ~Senate Joint Appropriations Committee of <br />the 1989 Session of the North Carolina General Assembly <br />is considering the aforesaid proposal as a part of the <br />Governor's Prison and Youth Services Facilities Bond <br />Construction Program; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners <br />of the County of Cabarrus that the County Commission does not <br />support and would not accept a decision to site the prison on the <br />Stonewall Jackson property. <br /> <br /> BE IT FURTHER RESOLVED that the County Manager is directed to <br />attach with a copy of this Resolution a position paper which sets <br />forth the major reasons why the site should.not be considered for <br />the location of a prison. <br /> <br />Adopted this the 21st day of May, 1990. <br /> <br />/s/ Frankie F. Lentz, Chairman <br /> <br /> The motion by Commissioner Hamby and seconded by Commissioner Melvin to <br />table the "Resolution in Opposition to the Construction of a Prison in Cabarrus <br />County" until more information can be obtained failed with Commissioners Hamby <br />and Melvin voting for and Commissioners Moss and Simmons and Chairman Lentz <br />voting against. <br /> Mr. Michael M. Ruffin, County Manager, reviewed the following two requests <br />from the City of Kannapolis. <br /> <br />o <br /> <br />To establish a one-mile extraterritorial jurisdiction into Cabarrus <br />County. (The City has already exercised this privilege in Rowan <br />County.) <br />For Cabarrus County to provide building inspection services in the <br />unincorporated area (extraterritorial jurisdiction) of Kannapolis <br />that is located in Rowan County. <br /> <br /> <br />
