393 <br /> <br />NEW BUSINESS <br /> Dr. Douglas Kelling, past President of Historic Cabarrus, Inc., requested <br />an appropriation of $7,000.00 to assist in the maintenance and upkeep of the Old <br />Courthouse during the upcoming fiscal year. He indicated that the auditorium <br />on the second floor of the facility had now been renovated and would be available <br />for use by various civic groups and organizations. The Board took no action on <br />the request and agreed to visit the Old Courthouse during recess. <br /> The Board received the written request from Mr. Paul E. Campbell, Chief <br />of the Mint Hill Volunteer Fire Department and Emergency Ambulance Service, to <br />take over the primary response to the Howell Child Care Center located at 14999 <br />Albemarle Road, Charlotte. According to Mr. Campbell's letter, the emergency <br />response time to the Howell Center would be reduced as the Center is located <br />closer to Mint Hill with easier access. <br /> Mr. Michael M. Ruffin, County Manager, reported that private individuals <br />as well as officials at Cabarrus Memorial Hospital were considering a <br />convalescent transport service. During discussion, questions were raised <br />regarding the loss of revenue and possible reduction in the number of personnel <br />for the Cabarrus Ambulance Service if the private transport services are <br />instituted. This matter will be discussed further at a later date. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons and <br />unanimously carried, the Board set a public hearing for 7:30 P.M. on June 18, <br />1990, to consider the following road name changes. <br /> <br />Unnamed Road to Johnnie's Street (Petition 89-90-03) <br />Unnamed Road to Roddy's Street (Petition 89-90-04) <br />Unnamed Road to Russette Lane (Petition 89-90-05) <br /> <br /> Sheriff Robert Canaday again reviewed the proposal for the County and the <br />Town of Mount Pleasant to each fund two officers to serve the Town and <br />surrounding area. No action was taken by the Board. <br /> Mr. Carlton Devote, member of the Board of Directors for Serenity House, <br />Inc. requested a one-time appropriation of $12,000.00 to Serenity House for <br />Fiscal Year 1989-1990. He stated that the agency had experienced a shortfall <br />in anticipated Mental Health funding for this year and needed the additional <br />money for operational purposes. Mr. Devore explained that the expenditures <br />involved a forced increase in staff salaries and an increase in group insurance <br />rates. In conclusion, Mr. Devore informed the Board that Serenity House would <br />not be requesting a County appropriation for Fiscal Year 1990-91 as Piedmont Area <br />Mental Health and other funding sources would be providing the organization's <br />fiscal needs. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Simmons and Chairman Lentz voting for and <br />Commissioner Melvin voting against, the Board appropriated $12,000.00 from the <br />Contingency Fund to Serenity House, Inc., to provide requested funding for the <br />remainder of Fiscal Year 1989-1990. <br /> Dr. Robert Lorish, Area Director of the Piedmont Area Mental Health, Mental <br />Retardation, and Substance Abuse Authority, confirmed that the Alcohol Beverage <br />Control (ABC) profits which fund Serenity House have decreased during the past <br />several years. He also advised the Board that Cabarrus County does not receive <br />its fair share of State funding for the Cabarrus Workshop and Group Homes. In <br />response to questions, Dr. Lorish reported that Cabarrus Workshop does not <br />receive work adjustment program funding from the North Carolina Department of <br />Human Resources - Division of Vocational Rehabilitation. By consensus, the Board <br />directed that a resolution be prepared requesting the Vocational Rehabilitation <br />funding from the Department of Human Resources. <br /> Chairman Lentz recessed the meeting for the Board to visit the renovated <br />auditorium at the Old Courthouse. <br /> Chairman Lentz reconvened the meeting. Commissioner Melvin was absent at <br />this time. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioners Hamby, Moss, and Simmons and Chairman Lentz voting for, the Board <br />approved the County's participation in the Joint Actuarial Study Program offered <br />through the North Carolina Association of County Commissioners and the North <br />Carolina League of Municipalities for the Special Separation Allowance Benefit. <br />It was understood that Buck Consultants had been selected as the actuarial firm <br />to perform the studies at the base fee of $150.00 per local unit, plus $1.00 per <br />covered employee and retiree, with the base fee to be adjusted up if less than <br />100 units of government participate or adjusted down if more than 300 units <br />participate, but not vary significantly from current base fees. <br /> <br /> <br />
