394 <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., was unable to attend <br />the meeting on this date. However, a written report was received from Mr. Watson <br />indicating that he was proceeding with his efforts to obtain the Section 404 <br />permit for the Coddle Creek Reservoir Project. <br /> Dr. William McCoy, Director of the Urban Institute of the University of <br />North Carolina at Charlotte, presented an overview of the Carolinas <br />Transportation Compact. He reported that three subcommittees had recently been <br />formed to study the feasibility of the Outer-Outer Belt, the establishment of <br />a regional transit authority, and the approach to be taken in preserving existing <br />rail right-of-ways. It was noted that the County's share for Fiscal Year 1990- <br />1991 would total $8,100.00. <br /> Consideration of the proposed Cabarrus County Contracting and Purchasing <br />Policy was postponed until June 18, 1990. <br /> Commissioner Moss left the meeting at 11:45 A.M. <br /> UPON MOTION of Chairman Lentz, seconded by CommissionerHamby with Chairman <br />Lentz and Commissioners Hamby and Simmons voting for, the Board approved the <br />following contract. <br /> <br />CONTRACT <br />This agreement is made and entered into this the 1st day of July, <br />1990 between the Mecklenburg County Health Department and the <br />Cabarrus County Health Department for services as described below: <br /> <br />A. Scope of Services <br />The Mecklenburg County Health Department agrees to provide the <br />testing of dairy samples brought to the Mecklenburg County Public <br />Health Laboratory by the Cabarrus Health Department. The <br />Mecklenburg County Health Department will mail the results to the <br />Cabarrus Health Department as soon as the results are obtained from <br />the analyst performing the tests. <br /> <br />B.
