396 <br /> <br /> Commissioner Melvin returned and was present for the remainder of the <br />meeting. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioners Hamby, Melvin, and Simmons and Chairman Lentz voting for, the <br />Board authorized Mr. Fletcher L. Hartsell, Jr., County Attorney, to negotiate <br />with property appraisers and to proceed with appraisals and/or updates of <br />current appraisals of land that the County has yet to acquire for the Coddle <br />Creek Reservoir Project. <br /> There being no further business to come before the Board, Chairman Lentz <br />recessed the meeting at 11:55 A.M. until 7:00 P.M. on this date at the Midland <br />Volunteer Fire Department. <br /> Chairman Lentz reconvened the meeting at 7:00 P.M. at the Midland <br />Volunteer Fire Department. Also present were Commissioners Moss and Melvin. <br />Commissioner Simmons joined the meeting at 7:20 P.M. <br /> Mr. Henry Waldroup and Mr. Philip Kingsland of the County Utilities <br />Department and Mr. W. E. Cochran, Jr., Consulting Engineer, reviewed the water <br />extension proposal for the Midland area. Total cost for the following areas was <br />estimated at $596,688.00 with potential services of 116. <br /> <br />ao <br /> <br />Extend an 8-inch water line north on Troutman Road and Jim <br />Sossoman Road from the intersection of Jim Sossoman Road and <br />N.C. Highway 24-27 to the intersection of Troutman Road and <br />Cal Bost Road. Then east on Cal Bost Road to its intersection <br />with U.S. Highway 601. <br />Estimated Total Cost: $290,888.00 <br />Potential Services: 64 <br /> <br />Extend 6-inch and 2-inch water lines north and east on Grey <br />Bark Road and Snowcrest Drive from the intersection of Grey <br />Bark Road and Troutman Road. <br />Estimated Total Cost: $47,000.00 <br />Potential Services: 21 <br /> <br />Extend an 8-inch water line south on Jim Sossoman Road from <br />its intersection with U.S. 601 to its intersection with <br />Troutman Road. <br />Estimated Total Cost: $238,400.00 <br />Potential Services: 24 <br /> <br />Extend 6-inch and 2-inch water lines north of Spring Drive <br />from its intersection with Jim Sossoman Road to the end. <br />Estimated Total Cost: $20,400.00 <br />Potential Services: 7 <br /> <br />Residents of the area expressed displeasure that water lines were located <br />on Highway 601 but could not be extended to serve their homes. <br /> Stating the lack of any State or Federal funding to provide water service <br />in that area, Mr. Waldroup estimated it would cost approximately $5,143.00 per <br />household to install the proposed water lines. Board members, County staff, and <br />residents discussed various financing arrangements such as a special assessment <br />based on front footage of each homeowner's property and/or the establishment of <br />a special tax district. A majority of the residents indicated interest in the <br />creation of the special tax district and information is to prepared relative to <br />the boundaries and valuation of the district. During discussion, Chairman <br />Lentz indicated the possibility of a 25 percent County participation or <br />$150,000.00 allocation to help fund the project. <br /> There being no further business to come before the Board, Chairman Lentz <br />recessed the meeting until 7:00 P.M. on Tuesday, June 12, 1990, at the Cabarrus <br />County Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
