407 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 18, 1990, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, 3r. <br /> Martha H. Melvin <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> The Board continued review of the proposed Fiscal Year 1990-1991 budget. <br />During discussion of the dues and membership line items, it was suggested that <br />the County Manager draft a policy to address concerns relative to the number of <br />professional organization memberships and publications the County will fund for <br />an employee. <br /> There was brief discussion of a letter from The Honorable Lena Bowen, Mayor <br />of the Town of Harrisburg, requesting law enforcement services for that <br />municipality. Sheriff Robert Canaday reported that he would be meeting with Mayor <br />Bowen and the Harrisburg Town Council to explain the current law enforcement <br />agreement with the Town of Mount Pleasant. <br /> Commissioner Melvin asked to go on record expressing her disapproval of <br />the placement of a Social Services employee at the Health Department facility <br />to provide services that are available at the Department of Social Services <br />which is located across the street from the Health Department. <br /> The Board reviewed the Schools budget requests and discussed the County's <br />funding in comparison to State average funding. Mr. Michael M. Ruffin, County <br />Manager, presented the report as set forth below relative to public school <br />expenditures for Cabarrus County as compared to the State average. He stated the need to reduce the County's <br />current contribution of five percent (5%) due to the increased cost of <br />hospitalization insurance. During discussion of the Chairman Lentz's proposal, <br />Commissioner Hamby spoke in support of the continuation of the existing 401(k) <br />Plan. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin and Moss and Chairman Lentz voting for and Commissioner <br />Hamby voting against, the Board approved the following employee/County match <br />for participation in the 401(k) Supplemental Retirement Income Plan: If an <br />employee chooses to participate in the 401(k) Plan, he/she may contribute any <br />percentage of salary to the Plan and the County will match the employee's <br />contribution up to a maximum of five percent (5%). <br /> It was noted that the 401(k) Plan for law enforcement officers will remain <br />at the five percent (5%) contribution which is mandated by State law. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with Chairman <br />Lentz and Commissioners Hamby, Moss, and Melvin voting for, the Board moved to <br />go into executive session to discuss a legal matter and a contractual matter as <br />well as for consultation with the County Attorney. <br /> <br /> <br />
