408 <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with Chairman <br />Lentz and Commissioners Hamby, Moss and Melvin voting for, the executive session <br />was terminated. <br /> No action was reported from the executive session. <br /> At 7:00 P.M., Chairman Lentz convened the regular meeting of the Board of <br />Commissioners in the Commissioners' Meeting Room at the Governmental Center. <br /> The invocation was given by Reverend Thurmond C. Plexico of the Saint <br />Martin Lutheran Church. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the minutes <br />of May 14, 15, 16, 17, 21, 29, and 31, 1990 were approved as written. <br /> <br />ZONING ATLAS AMENDMENTS <br /> Chairman Lentz announced that this was the date and hour scheduled for <br />a public hearing for proposed Zoning Atlas and Text amendments. Dr. Nancy <br />Randall, Planning Board Chairperson, presented each of the proposed amendments <br />as recommended by the Planning Board. Mr. Jonathan Marshall, Planning staff <br />member, presented the staff findings and reviewed the location of the area <br />proposed for rezoning. <br /> <br /><1) <br /> <br />Petition 90-09. Fred & Joyce Heintz, Cold Springs Road, township <br />11, Map/PIN 5650-03-9665. Wishes to rezone from ARR to G-4. The <br />Planning Board voted 4-0 to deny this petition. <br /> <br /> Mr. and Mrs. Fred Heintz, petitioners, requested approval of the rezoning <br />to permit the continued use of a commercial building located on the property. <br /> The Board discussed with Mr. Gerald Newton, Planning Director, the need <br />for the Planning Board to address the problem of non-conforming uses. <br /> There was no one else present to speak for or against the proposed <br />rezoning, and Chairman Lentz closed the public hearing for Petition 90-09. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby and Melvin and Chairman Lentz voting for, the Board <br />approved Petition 90-09 by Fred and Joyce Heintz to rezone property on Cold <br />Springs Road, Map/PIN 5650-03-9665, from ARR to C-4. <br /> <br />ZONING TEXT AMENDMENT <br />(1) Petition 90-04(t). Robert T. Amos. Request to change Section 3.2- <br /> 4, "Schedule of Use Regulations," so that Plumbing and Heating <br /> Supply Stores are no longer permitted in the C-5 district. The <br /> Planning Board voted 4-0 to deny the petition with the stipulation <br /> that the staff reexamine the zoning in the Cold Springs Road/Highway <br /> 73 area. <br /> <br /> There was no one present to speak either for or against the proposed <br />amendment, and the public hearing was closed. <br /> Mr. Gerald Newton, Planning Director, advised the Board that the staff is <br />currently preparing a small area plan for the Cold Springs Road/Highway 73 area. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin and Hamby and Chairman Lentz voting for and Commissioner <br />Moss voting against, the Board tabled Petition 90-04(t) by Robert T. Amos until <br />the zoning meeting in August. <br /> <br />NEW BUSINESS <br /> Chairman Lentz stated this was the date and time for a public hearing on <br />proposed road name changes and asked if anyone were present who wished to speak <br />either for or against the proposed name changes. No one spoke regarding the <br />proposed road name changes and the public hearing was closed. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for, the Board <br />approved the following road name changes. <br /> <br />Unnamed Road to Johnniefs Street (Petition 89-90-03) <br />Unnamed Road to Roddy's Drive (Petition 89-90-04) <br />Unnamed Road to Russette Lane (Petition 89-90-05) <br /> <br /> The following bids were received on June 11, 1990 for the Sheriff's <br />Department clothing bid for 1990-1991. <br /> <br /> <br />
