<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with

<br />approved the Program Agreement Revision with the Division of Youth Services,
<br />Community Based Alternatives, for the Cabarrus County Temporary Shelter Care
<br />Project sponsored by the Department of Social Services. The Program Agreement
<br />for Fiscal Year 1989-1990 was revised in the following manner.

<br />CONTRACTING AND PURCHASING POLICY
<br />
<br />INTRODUCTION
<br />The following policy represents an effort to comply with the requirements of
<br />North Carolina law for contracts which involve construction or repair work or
<br />for the purchase of materials, equipment or supplies. It insures that County
<br />employees are aware of the structure through which a contract may be awarded or
<br />a purchase may be secured. Heretofore, no written policy or procedure through
<br />which contracting purchasing decisions were made existed. Consequently, while
<br />this policy is consistent with unwritten but established procedures for the
<br />purchases of goods and services, several changes have been incorporated in an
<br />effort to clarify several contracting and purchasing situations which invariably
<br />prompt questions or accelerate the approval of low-value purchases.

<br />~UNCTION
<br />Purchasing is a function of the County Manager's Office which will oversee this
<br />process to assure that the County is in compliance with all regulations.
