The Program Agreement <br />for Fiscal Year 1989-1990 was revised in the following manner. <br /> <br />Personnel Services <br />Supplies & Materials <br />Current Obligations <br />Fixed Charges & Other Expenses <br />Capital Outlay <br /> <br />- $8,483 <br />- 380 <br />+ $6,221 <br />+ $1,305 <br />+ $1,367 <br /> <br />Program Revenues for the Temporary Shelter Care Project remained as follows: <br /> <br />CBA $ 92,900 <br />Local $ 32,668 <br />Other Lutheran Family Services $ 27,500 <br />TOTAL $153,068 <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Moss, and Hamby and Chairman Lentz voting for, the Board <br />adopted The Cabarrus County Contracting and Purchasing Policy as follows. <br /> <br /> THE CABARRUS COUNTY <br />CONTRACTING AND PURCHASING POLICY <br /> <br />INTRODUCTION <br />The following policy represents an effort to comply with the requirements of <br />North Carolina law for contracts which involve construction or repair work or <br />for the purchase of materials, equipment or supplies. It insures that County <br />employees are aware of the structure through which a contract may be awarded or <br />a purchase may be secured. Heretofore, no written policy or procedure through <br />which contracting purchasing decisions were made existed. Consequently, while <br />this policy is consistent with unwritten but established procedures for the <br />purchases of goods and services, several changes have been incorporated in an <br />effort to clarify several contracting and purchasing situations which invariably <br />prompt questions or accelerate the approval of low-value purchases. <br /> <br />~UNCTION <br />Purchasing is a function of the County Manager's Office which will oversee this <br />process to assure that the County is in compliance with all regulations. <br /> <br /> <br />
