425 <br /> <br />CONTRACTS REQUIRING FORMAL BIDS <br />The County Manager's Office is responsible for obtaining formal bids even when <br />the bid documents are prepared by an architectural or engineering firm. The <br />formal bidding procedure is initiated by the using department filing a request <br />with the County Manager. Contracts that require the use of the formal bid <br />procedure are: <br /> <br />bo <br /> <br />Construction or repair work requiring the estimated expenditure of <br />$50,000 or more. <br />The purchase or lease-purchase of materials, equipment, or supplies <br />requiring an estimated expenditure of $20,000 or more. <br />Except: <br />a. For purchases of gasoline, diesel fuel, alcohol fuel, motor oil or <br /> fuel oil. These may be purchased after receiving informal bids, <br /> regardless of the size of the expenditure. <br /> In cases of special emergency involving the health and safety of <br /> the people or their property. <br /> If the contract is with a governmental unit. <br /> If it is a construction project that will not cost more than <br /> $75,000 and the work is to be done by the County personnel. <br /> <br />Dividing contracts in order to evade these provisions is prohibited by law. <br /> <br />PREPARING SPECIFICATIONS <br />For a building contract requiring the expenditure of $100,000 or more, separate <br />specifications must be prepared for the following branches of work: <br /> 1. Heating, ventilating, air conditioning and accessories (separately <br /> or combined into one conductive system) and /or refrigeration for <br /> cold storage (where the cooling load is 15 tons or more of <br /> refrigeration); <br /> 2. Plumbing and gas fittings and accessories; <br /> 3. Electrical wiring and installations; and <br /> 4. General work relating to the erection, construction, alteration, or <br /> repair of any building referred to above for which work is not <br /> included in the above-listed three branches. <br /> <br />Separate bids must be received on each branch of work, and the contract for each <br />branch must be awarded to contractors regularly engaged in their respective line <br />of work. Projects may be further divided and separate contracts let for other <br />categories of work. When the estimated cost of the work to be performed in any <br />single branch is less than $10,000, the same may be included in the contract for <br />one of the other branches of work, irrespective of total project cost. <br /> <br />Separate bids are not required for the purchase and erection of relocatable or <br />prefabricated building except for the portion of work done at the construction <br />site. <br /> <br />The County also has the option to use the single-prime contract system and <br />prequalify bidders for all construction contracts. <br />The County will use this option when it is deemed the most beneficial to the <br />project being undertaken. If this system is chosen, bids will be accepted under <br />the same conditions as listed above and the contract will be awarded to the <br />lowest responsible bidder or bidders for the total project. <br /> <br />For this single prime contract system, all bidders must identify on their bid <br />the contractors they have selected for the branches of work for: <br /> <br />1. Heating, ventilating, and air conditioning; <br />2. Plumbing; <br />3. Electrical; and <br />4. General <br /> <br />MINORITY PARTICIPATION IN BUILDING CONTRACTS <br />It is the policy of the Cabarrus County Board of Commissioners to provide <br />minority persons equal opportunity to participate in all types of county <br />contracts for the construction, renovation or repair of county facilities. <br /> <br /> <br />
