432 <br /> <br />1. Continue to encumber the appropriation and pay the invoices rendered <br />in the subsequent year from the encumbrances outstanding. <br />2. Cancel open purchase orders as of June 30 as "continuing contracts" <br />and reencumber them as of the following day - July 1. <br /> <br />The first of the two options listed above will be followed for all Cabarrus <br />County purchase orders and contracts outstanding at June 30th. However, several <br />stipulations have been placed on encumbrances outstanding in order to assist the <br />auditors in closing out the previous year. The following procedure will be used <br />for contracts and purchase orders still open June 30th: <br /> <br />1. The purchase order or contract will be held as an outstanding <br /> encumbrance until August 15th. <br />2. On August 15th, all purchase orders that are outstanding from the <br /> previous year will be voided. <br />3. For prior year merchandise received after August 15th, a new purchase <br /> order will be required along with a budget revision form specifying <br /> how the department plans to pay for the merchandise that has not been <br /> budgeted in the current year. These requirements must be submitted <br /> and approved before the invoice will be paid. <br /> <br />These procedures are designed to encourage departments to either be certain that <br />orders placed before June 30th will be received prior to August 15th or to budget <br />these year-end items in the appropriate budget to insure that funds are available <br />when the order is received. The latter can be accomplished by using the wording <br />listed under the "continuing contracts" section above on the face of the purchase <br />order. This clause will allow an order to be placed prior to June 30th but <br />charged to the new budget year. To implement this system the Finance Department <br />will consider all purchase orders marked in this manner as "continuing contracts" <br />and will encumber them appropriately. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />appointed Mr. Gary M. Long to the Region F Emergency Medical Services Advisory <br />Council for a two-year term ending June 30, 1992. Mr. Long was appointed to the <br />position previously held by Commissioner Melvin who declined reappointment. <br /> The appointment to fill the vacancy on the Centralina Private Industry <br />Council was removed from the agenda. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss, Melvin, and Hamby and Chairman Lentz voting for, the Board <br />adopted the following resolution. <br /> <br /> A RESOLUTION RELATIVE TO FUNDING FOR <br />VOCATIONAL REHABILITATION FROM THE <br />NORTH CAROLINA DEPARTMENT OF HUMAN RESOURCES <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />Cabarrus Workshop, Inc. does not receive funding through <br />the North Carolina Department of Human Resources <br />Division of Vocational Rehabilitation to provide <br />Vocational Evaluation, Vocational Adjustment, or Job <br />Placement; and <br />this lack of funding results in an incomplete and <br />fragmented continuum of vocational services to <br />adolescents and adults with developmental disabilities <br />in Cabarrus County; and <br />this lack of funding results in services being available <br />only through out-of-county service providers; and <br />provision of these services out-of-county involves <br />excessive travel time and costs, is inconvenient for <br />program participants and families, and may result in <br />poor monitoring of participants following Job placement; <br />and <br />families prefer that services be made available in their <br />local community; and <br />the lack of Division of Vocational Rehabilitation <br />funding results in an incomplete funding stream for <br />Cabarrus Workshop, Inc. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners requests that the North Carolina Department of <br /> <br /> <br />
