Lentz, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />by resolution declared a 1981 Rex 355 Trash Compactor, Serial No. HNR107, as <br />surplus property and authorized the advertisement for sale of this equipment. <br /> Ms. Cynthia Eades, Personnel Officer, presented an update on the Merit Pay <br />Committee's progress in developing a Pay for Performance System which the Board <br />has mandated for implementation by January 1, 1991. She noted that four <br />different evaluation forms had been developed for Cabarrus County employees and <br />that the committee will continue its work in finalizing the new pay system <br />proposal for consideration by the Board. <br /> Mr. Terry Rowland, Tax Assessor, formally submitted to the Board the <br />proposed Uniform Schedules of Values, Standards, and Rules for the 1991 County- <br />Wide Revaluation. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss with Chairman <br />Lentz and Commissioners Moss, Hamby, and Melvin voting for, the Board set a <br />public hearing for 10:00 A.M. on Monday, July 9, to consider the proposed <br />Uniform Schedules of Values, Standards, and Rules for the 1991 County-Wide <br />Revaluation and adopted the following timetable in connection with the final <br />adoption of the schedules. <br /> <br />June 21, 1990 <br /> <br />July 9, 1990 <br />July 23, 1990 <br /> <br />July 26, 1990 <br /> <br />August 26, 1990 <br /> <br />Publish Notice in The Concord Tribune <br />and The Daily Independent <br />Public hearing on proposed schedules. <br />Adoption of final uniform schedules of values, <br />and rules <br />First Day for publication in The Concord <br />Tribune and The Daily Independent of the Order <br />adopting the schedules <br />Date of which the final schedules become binding <br />and effective <br /> <br /> The Board agreed to meet with Mr. Rowland and Mr. John Patterson, <br />Revaluation Director, at 8:00 A.M. on Monday, June 25, 1990, to review the <br />proposed schedules for the revaluation. <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., reported that he <br />had not yet heard from the Environmental Protection Agency and the State <br />agencies relative to approval of the Environmental Assessment for the Coddle <br />Creek Reservoir Project. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Moss, and Hamby and Chairman Lentz voting for, the Board <br />directed that a letter be sent to the Environmental Protection Agency requesting <br />the issuance of a Notice of Intent to Issue the Section 404 Permit. <br /> Chairman Lentz recessed the meeting until the conclusion of the meeting <br />of the Board of Commissioners for the Water and Sewer District. <br /> Chairman Lentz reconvened the meeting of the Board of Commissioners. <br /> Motion was made by Chairman Lentz and seconded by Commissioner Melvin to <br />set the 1990-1991 tax rate at 63 cents (63¢).
