<br /> The Board of Commissioners for the County of Cabarrus met in recessed
<br />session in the Commissioners' Conference Room at the Cabarrus County Governmental
<br />Center on Tuesday, June 19, 1990, at 2:30 P.M.
<br /> Present Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> Absent - Commissioner: Billy J. Simmons, Jr.
<br /> Ms. Cynthia Eades, Personnel Officer, reported that she had contacted
<br />Branch Banking and Trust Company (BB&T), State administrator for the 401(k)
<br />Supplemental Income Plan, relative to the Board's proposal that the County
<br />match the 401(k) contributions by employees up to a maximum of five percent (5%).
<br />She stated that BB&T had refused to handle the matching contribution program as
<br />the County has employees who are classified as "highly compensated".
<br /> Chairman Lentz outlined the following options available to the County at
<br />this time: Continue the current contribution of five percent (5%), reduce the
<br />percentage of contribution by the County, or abandon the program.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with
<br />Chairman Lentz and Commissioners Moss, Melvin, and Hamby voting for, the Board
<br />voted to reduce the County's 401(k) Supplemental Retirement Income Plan
<br />contribution from 5 percent (5%) to 2 percent (2%) for all employees not mandated
<br />by State law. The 401(k) Plan contribution for law enforcement officers will
<br />remain at the mandated five percent (5%) contribution.
<br /> The savings of $278,000.00 from the reduction of the 401(k) Supplemental
<br />Retirement Income Plan contributibn was placed in the capital improvements
<br />project fund.
<br /> Mr. Michael M. Ruffin, County Manager, reported that he had asked
<br />department heads of those departments he considered to be "non-protected" to
<br />reduce their budgets by one percent (1%). He explained that these reductions,
<br />which amounted to a savings of $394,505.00, along with the savings from the
<br />reduced contribution to the 401(k) Plan would provide a capital reserve fund in
<br />the amount of $646,960.96 with $161,725.00 to be set aside for landfill-related
<br />improvements and $485,344.88 to be earmarked for capital projects.
<br /> Motion by Commissioner Melvin to reduce the Schools Current Expense
<br />appropriation to a 15 percent (15%) increase and to set aside the savings of
<br />$180,304.00 to the capital improvements projects fund failed for lack of a
<br />second.
<br /> Dr. Jesse Register, County Schools Superintendent, briefly reviewed the
<br />State's plan to cut custodial and utilities funding for the schools. The current
<br />proposed cut is $211,000.00 for the County Schools.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with
<br />Commissioners Moss and Hamby and Chairman Lentz voting for and Commissioner
<br />Melvin voting against, the Board moved to approve in principle the budget as
<br />proposed with changes by the Board, to set aside approximately $485,000.00 in
<br />a capital projects reserve fund, to leave the Schools Current Expense allocation
<br />at the recommended 17 percent (17%) increase, and to set the tax rate at 63 cents
<br />(63¢).
<br /> Motion by Commissioner Melvin to amend the motion by Commissioner Moss and
<br />cut the increase in Schools Current Expense from 17 percent (17%) to 15 percent
<br />(15%) and to place the difference of $185,304.00 in a capital improvements
<br />project reserve fund with the understanding that if the schools are cut in State
<br />funding that they can come back to the Board for reimbursement died for lack of
<br />a second.
<br /> Ms. Tina Loving, Chairman of the Cabarrus County Board of Education,
<br />expressed appreciation to the Board members for their efforts to move toward
<br />State average funding for the schools in Cabarrus County.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with
<br />Commissioners Moss, Melvin, and Hamby and Chairman Lentz voting for, the Board
<br />moved to go into executive session to discuss a personnel matter.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with
<br />Chairman Lentz and Commissioners Melvin, Moss, and Hamby voting for, the
<br />executive session was terminated.
<br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with
<br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board
<br />adopted on first reading the following amendment to the Cabarrus County Personnel
<br />Ordinance to be effective July 1, 1990.
