485 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 30, 1990, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> Mrs. Cynthia Eades, Personnel Officer, reviewed the performance appraisal <br />pay system proposal recommended by a Study Commission comprised of the following <br />members: Lewis Williams and Gina Goff (County Employee Personnel Committee <br />representatives); Robert Canaday (Elected Official); and Commissioners Melvin <br />and Simmons. She presented the following proposal that was adopted by the Study <br />Commission as well as the County's Employee Personnel Committee. <br /> <br />(1) <br /> <br />(2) <br />(3) <br /> <br />(4) <br /> <br />Cost-of-Living Adjustments should be determined by the Board <br />of Commissioners each fiscal year during the budget process. <br />Longevity pay should remain as it presently exists. <br />Education Incentive pay should be available to all classes of <br />employees, with the approval of the Board of Commissioners. <br />Employees will be evaluated on their anniversary date each <br />year and may receive a salary increase, depending on their <br />evaluation. Annual increases will be awarded as follows: <br />· Employees in steps 0, 1, or 2 must receive a performance <br /> evaluation of at least satisfactory to receive a one- <br /> step salary increase. <br />· Employees in steps 3 or above must receive a performance <br /> evaluation of exceptional to receive a one-step salary <br /> increase. <br /> <br /> Commissioner Melvin introduced discussion of the educational incentive pay <br />currently available to employees of the Sheriff's Department. She questioned <br />the use of increased funds for educational incentive purposes as opposed to <br />using the funds for the performance appraisal system. The educational incentive <br />pay had been increased in the current Personnel Ordinance from $96.00 per month <br />to $144.000 per month for employees with a four-year degree. <br /> Sheriff Robert Canaday reviewed the history of the educational incentive <br />pay and explained that economic factors had lessened the incentive of $96.00 per <br />month. He stressed the benefit to the County for the officers to improve their <br />level of education. Mr. Lewis Williams, Veterans Service Officer and member of <br />the County's Employee Personnel Committee and Study Commission, also spoke in <br />support of the educational incentive pay. <br /> The Board briefly reviewed the proposed amendment to Article III of the <br />Personnel Ordinance to establish the performance appraisal pay system. It was <br />noted that a second reading of the proposed amendment to the Ordinance would be <br />required as all members of the Board were not present for this meeting. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />agreed to place the proposed Personnel Ordinance amendment on the agenda for <br />the August 6th meeting.. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Chairman Lentz and Commissioners Hamby, Moss and Melvin voting for, the Board <br />adopted the following Resolution. <br /> <br />NORTH CAROLINA <br />CABARRUS COUNTY <br /> <br />RESOLUTION <br /> <br /> THAT WHEREAS, pursuant to G.S. 115C-517, local Boards of <br />Education are authorized to acquire suitable sites for school houses <br />and other school facilities. <br /> AND WHEREAS, The Kannapolis City Board of Education, a body <br />corporate, is given the power to hold school property, real and <br />personal, and to purchase and hold the same within the unit. <br /> AND WHEREAS, The Kannapolis City Board of Education has <br />unanimously adopted the Resolution to acquire that property <br />adjoining the property of The Kannapolis City Board of Education <br />owned by Terry G. Fritz and wife Terri B. Fritz, and known as 713 <br />Grace Avenue, Kannapolis, Rowan County, North Carolina, for the <br />purchase price hereinafter set forth, this adjoining its present <br />property known as Jackson Park Elementary School; that The <br /> <br /> <br />
