491 <br /> <br />STATE OF NORTH CAROLINA) <br /> ) <br />CABARRUS COUNTY, NORTH CAROLINA) <br /> <br />AGREEMENT <br /> <br /> THIS AGREEMENT is made and entered into this 6th day of August 1990, by <br />and between The University of North Carolina at Chapel Hill, hereinafter <br />referred to as "the University," for its Master of Public Administration <br />Program, Department of Political Science, and the Cabarrus County, hereinafter <br />referred to as "the Agency." <br /> W I T N E S S E TH: <br /> WHEREAS, the University requires as a part of the Master of Public <br />Administration Program that all degree candidates who have completed twelve <br />months of full-time graduate work in public administration be assigned to a work <br />experience with a unit of local government (or other appropriate agency) as a <br />part of the students' degree requirements; and <br /> WHEREAS, the parties desire to enter into a joint training program for <br />Master in Public Administration Degree candidates in which the MPA student will <br />have full-time professional supervised assignments within the unit of local <br />government; and <br /> WHEREAS, the agency desires to provide the supervision and internship <br />experience which would enable MPA degree candidates to fulfill their degree <br />requirements. <br /> NOW, THEREFORE, The University and the Agency have entered into this <br />Agreement and agree as follows: <br /> 1. MUTUAL RESPONSIBILITIES OF THE UNIVERSITY AND AGENCY <br /> a. Both parties will jointly: Establish the educational objectives <br />for a professional training program, devise methods for their implementation,and <br />continually evaluate the effectiveness of the training experience. <br /> b. Schedule at least one (1) joint conference a year to discuss <br />progress of the Program and changes or revisions desired in the agreement. <br /> c. Agree that there shall be no unlawful discrimination in the <br />Program based upon race, color, ancestry, religion, sex, age, handicap or <br />veteran status. <br /> d. Inform each other of changes in curriculum, Program and staff <br />which may affect the training experience. <br /> 2. AGENCY RESPONSIBILITIES <br /> That the agency will: <br /> a. Provide to the University the sum of $23,000 to be paid in <br />advance in quarterly equal installments of $5,750. <br /> b. Provide a supervised, professional work experience which will <br />substantially contribute both to the achievement of agency objectives and to the <br />educational objectives of the trainee. <br /> c. Appoint a designated Agency representative to coordinate the <br />training Program and to work with the University's instructors and the trainee <br />to facilitate a meaningful learning experience. <br /> d. Provide the University with any appropriate written orientation <br />materials to assist the trainee and faculty members. <br /> e. Discuss the trainee's performance with him/her on a regular <br />basis, advise the University of the trainee's performance, and work with faculty <br />and the trainee to overcome any deficiencies. <br /> f. Schedule trainee's work to allow the trainee to attend <br />professional development seminars scheduled by the University. These will <br />amount to no more than 12 days over the entire traineeship period. <br /> g. Work with the MPA Program faculty in helping the trainee <br />integrate classroom learning with professional work assignments. <br /> h. Request removal from the training program by the University of <br />any student failing to observe the Agency's policies and procedures. <br /> 3. UNIVERSITY RESPONSIBILITIES <br /> a. Designate as trainee for the Program, with the concurrence of <br />the Agency representative, a student enrolled in the MPA Program who has <br />completed at least 38 hours of graduate course work. <br /> b. Insure that the trainee continues to make normal progress in the <br />MPA Program, and that the trainee is advised as to all applicable rules and <br />regulations through regular contact with the faculty of the University. <br /> c. Inform the student of any special requirements of the Agency as <br />communicated to the University. <br /> d. Provide professional development seminars and academic <br />counseling to enhance the trainee's performance of Agency assignments. <br /> e. Counsel the trainee if and when the trainee's performance is not <br />acceptable to the Agency. <br /> <br /> <br />
