502 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 20, 1990, at 7:00 P.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Jerry Townsend of the Calvary Baptist <br />Church. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the minutes of July 23 and July 30, 1990 were approved as <br />written. <br /> <br />NEW BUSINESS <br /> A written request was received from Mr. Jonathan Marshall, Planning and <br />Zoning Department staff member, that the Board delay Zoning Text Amendment <br />Petition 90-04(t) until September 17. The Board had tabled this petition on June <br />18 to allow the Planning and Zoning staff to complete a study of the C-5 zoning <br />district around the intersection of Cold Springs Road/Highway 73 East. This <br />study has now been completed and will be presented to the Board on September 17 <br />along with some corrective zoning text and atlas amendments. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board delayed Zoning Text Amendment Petition 90-04(t) <br />until the meeting on September 17, 1990. <br /> Mr. Steve Little, Recreation Director, reviewed efforts by County officials <br />and The Honorable Coy Privette, State Representative, to extend the State lease <br />for Frank Liske Park. He noted that this process was initiated in December, 1988 <br />by Commissioner Melvin. Also, Mr. Little reported that Mr. Alton Phillips, State <br />Property Officer, had requested a letter indicating the Board's approval of a <br />25-year lease extension option prior to his approach to the North Carolina <br />Council of State. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board authorized Mr. Steve Little, Recreation Director, <br />and Mr. Michael M. Ruffin, County Manager, to proceed with the request for an <br />additional 25-year lease of Frank Liske Park and endorsed the proposed amendment <br />to the present Frank Liske Park Lease that would allow an option to renew for <br />an additional 25 years beyond the present lease to expire in the year 2004. <br /> Commissioner Melvin thanked Messrs. Steve Little, Randy Daniels, John <br />Patterson, and Michael M. Ruffin for their work in regards to the Frank Liske <br />Park lease extension. <br /> Dr. Richard Brownell, President of the Rowan-Cabarrus Community College, <br />reviewed the plans to offer a liberal arts two-year college degree program in <br />Cabarrus County. According to Dr. Brownell, this college transfer program will <br />be offered on the South Campus in partnership with Central Piedmont Community <br />College and will require no local financial support from Cabarrus County. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board approved the following Resolution and authorized <br />the Chairman to execute the Resolution on behalf of Cabarrus County. <br /> <br />RESOLUTION <br /> <br />WHEREAS, <br /> <br />Rowan-Cabarrus Community College has offered numerous <br />educational opportunities to the adults of Cabarrus <br />County; <br /> <br />WHEREAS, <br /> <br />Rowan-Cabarrus Community College has successfully <br />developed programs to meet emerging educational needs; <br />and whereas, the college has clearly identified a need <br />for a college transfer program; and <br /> <br />WHEREAS, <br /> <br />it has come to the attention of the Board of <br />Commissioners that a more comprehensive set of education <br />offerings is being proposed by Rowan-Cabarrus Community <br />College for approval by the North Carolina State Board <br />of Community Colleges; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the Board of <br />Commissioners of Cabarrus County hereby endorses Rowan-Cabarrus <br />Community College in its endeavor to provide a fully comprehensive <br /> <br /> <br />
