Sm~ll, Clerk to the Board <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, reported that he would be <br />working with the United States Corps of Engineers in preparing the final special <br />conditions for the Mitigation Plan for the Coddle Creek Reservoir during the <br />next several weeks. He noted that Certification No. 2500 pursuant to Section 401 <br />of the Federal Clean Water Act had been received from the North Carolina <br />Department of Environment, Health, and Natural Resources along with favorable <br />comments from the Fish and Wildlife Service of the United States Department of <br />the Interior. <br /> The item on the agenda relative to the discussion of the appraisals for <br />the Coddle Creek Reservoir Project was deferred until an executive session upon <br />the request of the County Attorney. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and <br />unanimously carried, the Board approved Change Order No. 1 as submitted by <br />Concord Builders, Inc., for the Mt. Pleasant Water Line Extension project. Travel Policy, Section 3. <br />Meals Allowance to read as follows: <br /> <br />Definitions, C. <br /> <br /> Reimbursement for the cost of meals in connection with County <br />business shall be at the following rates: Breakfast $6.00, lunch <br />$7.00, and supper $15.00. The maximum meals allowance for full days <br />of authorized travel will be $28.00 per day. The County Manager, <br />at his discretion, may limit meal reimbursement to the actual cost <br />of the meal, not to exceed the established rates contained in this <br />section. <br /> <br /> Mr. Michael M. Ruffin, County Manager, reported that the amendment had <br />been requested to eliminate a problem relative to the County's reimbursement <br />procedure. He explained that in some cases paramedics on day trips to Durham <br />were expending less than the $15.00 per diem amount for dinner. However, under <br />the current policy the County was required to pay them the $15.00 meal <br />allowance. During discussion of the proposed amendment, Board members discussed <br />the need for meal reimbursement to be limited to the actual cost of the meal <br />with receipts required for reimbursement. <br /> <br /> <br />
