504 UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and unanimously carried, the Board adopted the proposed amendment to Section 3,~of Appendix D, Travel Policy, of the Cabarrus County Personnel Ordinance with the deletion of the provision "at the discretion of the County Manager". The amendment to Appendix D of the Cabarrus County Personnel Ordinance as adopted by the Board was as follows: Amend: Appendix D. Travel Policy, Section 3. Meals Allowance to read as follows: Definitions, C. Reimbursement for the cost of meals in connection with County business shall be at the following rates: Breakfast $6.00, lunch $7.00, and supper $15.00. The maximum meals allowance for full days of authorized travel will be $28.00 per day. Meal reimbursement shall be limited to the actual cost of the meal, not to exceed the established rates contained in this section. Mr. Michael M. Ruffin, County Manager, asked for permission to pay an applicant for a part-time Animal Control Officer II position at Step 5 of Salary Grade 56 on the County's Pay Plan. He explained this action was necessary because of difficulty in filling the position due to the hours worked, the two years of law enforcement experience required by State personnel, and the low starting salary for the Animal Shelter Attendant position. UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin and unanimously carried, the Board authorized the County Manager to pay a new employee at the Animal Shelter at Step 5 of Salary Grade 56 of the County Pay Plan and at an hourly rate of $8.26 per hour. The applicant, Sindi A. Giordano, will be placed in an Animal Shelter Attendant position while working towards gaining the necessary experience to qualify for the Animal Control Officer II position. The effective date of action was set at July 13, 1990. UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unanimously carried, the Board by resolution changed the regular meeting scheduled for 9:30 A.M. on Monday, September 3, to 9:30 A.M. on Tuesday, September 4, 1990, due to the Labor Day holiday. Bids received for three compact pick-up trucks to be used by Environmental Health on August 13, 1990 were as follows. X X $28,590.00 $28,437.00 $28,401.75 UPON MOTION of Chairman Lentz,~ seconded by Commissioner Moss and unanimously carried, the Board awarded the bid for three compact pick-up trucks for the Environmental Health Section of the Cabarrus County Health Department to the low bidder, Ben Mynatt Chevrolet, Inc., in the amount of $28,401.75. NEW BUSINESS CONSENT UPON MOTION of. Chairman Lentz, seconded by Commissioner Moss and unanimously carried, the Board approved the addition of Willow Drive to the State road system. Chairman Lentz removed the adoption of the Tipping Fee Schedule from the agenda. UNFINISHED BUSINESS Commissioner Hamby reviewed the letter from Commissioner Melvin and himself to The Honorable Bachman S. Brown, Jr., Mayor of Kannapolis, relative to the City's request for a one mile extraterritorial jurisdiction from the City limits. He stated it was their recommendation that the Board defer taking action until the County Planning and Zoning Department completes a small ar~ea plan for an area which encompasses lands affected by the extraterritorial jurisdiction request. Commissioner Hamby also noted that City officials ahd planners had been invited to participate in the preparation of the small area plan.
