504 <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously carried, the Board adopted the proposed amendment to Section 3,~of <br />Appendix D, Travel Policy, of the Cabarrus County Personnel Ordinance with the <br />deletion of the provision "at the discretion of the County Manager". The <br />amendment to Appendix D of the Cabarrus County Personnel Ordinance as adopted <br />by the Board was as follows: <br /> <br />Amend: Appendix D. Travel Policy, Section 3. <br />Meals Allowance to read as follows: <br /> <br />Definitions, C. <br /> <br /> Reimbursement for the cost of meals in connection with County <br />business shall be at the following rates: Breakfast $6.00, lunch <br />$7.00, and supper $15.00. The maximum meals allowance for full days <br />of authorized travel will be $28.00 per day. Meal reimbursement <br />shall be limited to the actual cost of the meal, not to exceed the <br />established rates contained in this section. <br /> <br /> Mr. Michael M. Ruffin, County Manager, asked for permission to pay an <br />applicant for a part-time Animal Control Officer II position at Step 5 of Salary <br />Grade 56 on the County's Pay Plan. He explained this action was necessary <br />because of difficulty in filling the position due to the hours worked, the two <br />years of law enforcement experience required by State personnel, and the low <br />starting salary for the Animal Shelter Attendant position. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin and <br />unanimously carried, the Board authorized the County Manager to pay a new <br />employee at the Animal Shelter at Step 5 of Salary Grade 56 of the County Pay <br />Plan and at an hourly rate of $8.26 per hour. The applicant, Sindi A. Giordano, <br />will be placed in an Animal Shelter Attendant position while working towards <br />gaining the necessary experience to qualify for the Animal Control Officer II <br />position. Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the Board approved the addition of Willow Drive to the <br />State road system. <br /> Chairman Lentz removed the adoption of the Tipping Fee Schedule from the <br />agenda. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Commissioner Hamby reviewed the letter from Commissioner Melvin and <br />himself to The Honorable Bachman S. Brown, Jr., Mayor of Kannapolis, relative <br />to the City's request for a one mile extraterritorial jurisdiction from the City <br />limits. He stated it was their recommendation that the Board defer taking <br />action until the County Planning and Zoning Department completes a small ar~ea <br />plan for an area which encompasses lands affected by the extraterritorial <br />jurisdiction request. Commissioner Hamby also noted that City officials ahd <br />planners had been invited to participate in the preparation of the small area <br />plan. <br /> <br /> <br />
