Lentz <br />Chairman, Cabarrus County <br />Board of Commissioners <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., reported that the <br />United States Army Corps of Engineers was drafting the Section 404 Permit for <br />the Coddle Creek Reservoir. He reported that the project bid opening had been <br />delayed from September 20 to October 11, 1990 in an effort to obtain more <br />competitive bids. <br /> Mr. Jim Monroe, member of the Regional HIV Consortium, presented an update <br />on the work of the Consortium in developing a plan to address the Acquired <br />Immune Deficiency Syndrome (AIDS) and Human Immunodeficiency Virus (HIV) <br />disease. The Consortium, which consists of the seven counties of Cabarrus, <br />Gaston, Lincoln, Mecklenburg, Rowan, and Union in North Carolina and the York <br />County in South Carolina, has focused its attention on working together to <br />identify the many issues of the disease as they impact the people of the region. <br />Final results of the study will be presented in 1991. <br /> Mr. John Lentz, Health Board Chairman, and Mr. Bob Farris, Environmental <br />Health Supervisor, addressed the need for the placement of a modular unit at the <br />Health Department to house the Environmental Health Section. Mr. Lentz stated <br />in his opinion an emergency situation existed at the Health Department as there <br />was no office space available for a physician who would begin work on October <br />1. Mr. Farris spoke of the need for his employees to maintain a close physical <br />location to the Health Department in order to effectively work with the nursing <br />staff to handle emergencies, maintain secretarial help, and have adequate <br />storage facilities. The purchase price of a new unit from Roger Carter <br />Corporation was quoted at $21,000.00. <br /> Dr. William F. Pilkington, Health Director, concurred with the request for <br />the purchase of a modular unit to be placed at the Health Department. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioner Moss, Hamby, and Simmons and Chairman Lentz voting for and <br />Commissioner Melvin voting against, the Board by resolution declared an <br />emergency situation at the Health Department as requested and authorized the <br />purchase of the modular facility for Environmental Health at a cost of <br />$21,000.00 from Roger Carter Corporation subject to a determination of the <br />legality of this purchase by the County Attorney. <br /> Chairman Lentz called attention to the large banner that contained <br />signatures of persons sending greetings and best wishes to the armed forces in <br />the Middle East. He recognized Ms. Sharon Robinson, News Director at W E G O <br />Radio, which sponsored the banner promotion. Ms. Robinson thanked the citizens <br />of the county who had participated in the event and Congressman William G. <br />Hefner who had agreed to take the banner with him on his trip to the Middle East <br />during the next week. <br /> Chairman Lentz recessed the meeting at 10:30 A.M. and reconvened at 10:45 <br />A.M. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, informed the Board that <br />he had determined during the recess that the situation at the Health Department <br />involving the use of the premises did not meet the requirements for the <br />declaration of an emergency situation as specified in the North Carolina General <br />Statutes. Therefore, he stated that the purchase of a modular unit costing over <br />$20,000.00 would require formal bids. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Simmons and Chairman Lentz voting for and <br />Commissioner Melvin voting against, the Board rescinded its previous action <br />relative to the declaration of an emergency situation and approval for the <br /> <br /> <br />
