The Board
further authorized the appropriation of $20,000.00 from the Contingency Fund for
the placement of a mobile unit at the Cabarrus County Health Department to house
the Environmental Health employees.
Dr. William F. Pilkington, Health Director, reviewed the analysis of the
methane gas monitoring results that have been collected at the County landfill
over the past three to four months by Camp Dresser & McKee (CDM). He pointed
out that tests had confirmed that there were concentrations of methane gas at
the landfill property line in excess of regulatory limits and that CDM had
recommended the installation of a methane gas cut-off vent trench along the
affected areas.
UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and
unanimously carried, the Board endorsed the recommendation by Camp Dresser &
McKee for the installation of a methane gas cut-off vent trench along the areas
having concentrations of methane gas at the County Landfill and authorized the
engineers to develop the plans and specifications for the trench and
competitively bid the project.
UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and
unanimously carried, the Board approved the following Budget Revision/Amendment
Request for the Health Department (Landfill).

BUDGET REVISION/AMENDMENT REQUEST

DEPARTMENT OF HEALTH (LANDFILL)
AMOUNT $103,738.00
PURPOSE OF REQUEST: To provide funding for construction of a sedimentation
basin for engineering cost on the Earthen Dams Project.

Line Item Present Approved Revised
Account Number Budget Increase Decrease Budget

01-6-17-60-086 3,500.00
Sale of Fixed Assets
01-9-19-10-660 200,000.00
Contingency
01-6-17-60-110 3,945,545.05
Fund Balance Appropriated
01-9-35-10-161 135,000.00
Engineering
01-9-35-10-501 60,000.00
Bldg & Grounds Maint.

19,105.00

84,166.00

3,605.00
100,133.00

467.00

22,605.00
199,533.00
4,029,711.05
138,605.00
160,133.00

Mr. Michael M.
