He reported that proposals for the preparation <br />of a comprehensive Master Park and Recreation Plan had been received from seven <br />consultant firms. The Parks and Recreation Advisory Commission had interviewed <br />three of the firms and had selected Woolpert Consultants to provide the Master <br />Plan for Cabarrus County at a negotiated fee of $27,000.00. Woolpert's proposed <br />fee schedule was $29,000.00 but this had been negotiated to $27,000.00 with <br />County staff to provide an inventory of existing and potential sites for <br />recreational facilities. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board agreed to enter into a contract with Woolpert <br />Consultants to provide professional services for the preparation of the Master <br />Park and Recreation Plan at a negotiated cost of $27,000.00 as recommended by <br />the Parks and Recreation Advisory Commission. <br /> Commissioner Simmons asked that the letter stating his intent to introduce <br />a motion to have $6 million dollars in bonds put on the November ballot for the <br />construction of an airport at Poplar Tent be removed from the agenda. He <br />reported that he had learned from Mr. Fletcher L. Hartsell, Jr., County <br />Attorney, that August 31 was the deadline for the initial action of a bond <br />referendum for the November ballot. Commissioner Simmons suggested that Board <br />members could consider calling a special election regarding the airport issue; <br />however, no action was taken by the Board in this matter. <br /> Commissioner Moss called the Board's attention to a letter included in the <br />"Reports" section of the agenda from Mr. Thomas J. Harrelson, Secretary of <br />Transportation. Mr. Harrelson indicated in his letter dated June 26, 1990 to <br />Mr. William W. Fitzhugh that "local funds already invested in land acquisition <br />should eliminate the need for any additional county funds to match future <br />federal and state aid to construct the airport." <br /> Commissioner Moss left the meeting at this time. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Hamby, and Simmons and Chairman Lentz voting for, the <br />Board approved the following Amendatory Rider to Master Group Contract between <br />Blue Cross and Blue Shield of North Carolina and Cabarrus County employees and <br />authorized the Chairman to execute the Amendatory Rider on behalf of Cabarrus <br />County. <br /> <br /> AMENDATORY RIDER TO MASTER GROUP CONTRACT <br /> between <br />BLUE CROSS AND BLUE SHIELD OF NORTH CAROLINA, AND <br />CABARRUS COUNTY EMPLOYEES of Concord, North Carolina <br /> <br />In consideration of payment of appropriate subscription fees, the <br />contract between the above two parties is amended as follows: <br /> <br />Beginning with the effective date of this Amendatory <br />Rider, rating under the Contract will be subject to the <br /> <br /> <br />
