563 <br /> <br /> Sheriff Robert Canaday requested the addition of one officer and the <br />promotion to Sergeant of one of the officers currently assigned to the Cabarrus <br />Memorial Hospital Division of the Sheriff's Department. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />approved the request by Sheriff Robert Canaday for the addition of an officer <br />to the Cabarrus Memorial Hospital Division of the Sheriff's Department and the <br />promotion to Sergeant of one of the officers currently assigned to that <br />Division. <br /> Chairman Lentz stated that this was the date and hour for a public hearing <br />relative to an economic development application the County proposes to submit <br />to the North Carolina Department of Economic and Community Development. He <br />opened the hearing for anyone who wished to comment regarding the proposed <br />application. <br /> Mr. Bob Stark, Community Development Consultant, reviewed the proposed <br />application for the Stough Road Economic Development Project. He explained the <br />requested funding of $125,000.00 would be used to install water and sewer to <br />allow Brooks Products and American Concrete Products to locate their.industries <br />at the Stough Road site and provide thirty (30) new jobs. According to Mr. <br />Stark, the proposed application consisted of the following: <br /> <br />Installation of 2,900 LF 8" PVC gravity sewer, 10 manholes; <br />Installation of 1,000 LF of 8" water line and one fire <br />hydrant; <br />Planning & Administration <br /> <br />Mr. Paul Lady addressed the need for water and sewer in the county and <br />spoke in support of the application. <br /> Chairman Lentz commented that the County had spent $2,602,000.00 on water <br />and sewer during the past year. <br /> There was no one else present to speak regarding the proposed economic <br />development application, and Chairman Lentz closed the public hearing. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for, the Board <br />authorized Chairman Lentz to sign the Stough Road Economic Development <br />Application as presented by Mr. Bob Stark for submission to the North Carolina <br />Department of Economic and Community Development. <br /> Mr. Bob Stark presented an update on the Fishertown Community Development <br />project. He noted that the bids for the installation of sewer were under budget <br />and that work on sewer installation and housing rehabilitation would begin in <br />the near future. <br /> Chairman Lentz reported that the County had received the Finding of No <br />Significant Impact (FONSI) for the proposed Cabarrus County Airport from Mr. <br />Thomas M. Roberts of the Federal Aviation Administration. Also received was the <br />Federal Aviation Administration's Record of Decision for the federal action on <br />the proposed Cabarrus County Airport. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for, the Board <br />authorized the publication of the notice that the Environmental Assessment and <br />Finding of No Significant Impact (FONSI) for the proposed Cabarrus County <br />airport are available to the public and authorized the placement of these <br />documents in appropriate public places. <br /> Mrs. Betsy Carpenter, President of the Cabarrus Animal Protection <br />Association, Inc., presented an update on foxes, animal control and licensing. <br />She reported that she had received no complaints on damages by foxes since the <br />issue of trapping had been raised in early 1990. Mrs. Carpenter informed the <br />Board that a new Animal Control Ordinance was needed and stated in her opinion <br />that licensing was imperative for Cabarrus County. Also, she urged the Board <br />to reinstate the Animal Control Advisory Committee to deal with animal problems <br />in the county. In conclusion, Mrs. Carpenter presented a video of Animal Shelter <br />employees using the euthanasia chamber and noted the use of improper procedures <br />by the employees. <br /> Motion was made by Commissioner Hamby and seconded by Commissioner Melvin <br />to consider appointments to the Animal Advisory Committee at the next Board <br />meeting. <br /> Commissioner Moss recommended that Mrs. Betsy Carpenter present her report <br />and recommendations for licensing to the Health Board at its next meeting on <br />November 29. The Board by consensus approved this recommendation and Chairman <br />Lentz asked Commissioner Hamby to accompany Mrs. Carpenter to the Health Board <br />meeting. <br /> <br /> <br />
