564 <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss, Melvin, and Hamby and Chairman Lentz voting for, the Board <br />tabled consideration of appointments to the Animal Advisory Committee until the <br />meeting on December 3, 1990. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for, the Board <br />adopted the following Proclamation. <br /> <br />A PROCLAMATION <br /> <br />WHEREAS, America's public schools serve all of the children of all <br />of the people; and <br /> <br />WHEREAS, the strength of a community is measured by the schools it <br />keeps; and <br /> <br />WHEREAS, the schools of the 1990s need broad citizen support to meet <br />the diverse needs of today's families and to help each student <br />achieve his or her potential; and <br /> <br />WHEREAS, educational excellence is built on the involvement of the <br />entire community, including parents, business leaders, elected <br />officials, public service personnel, and senior citizens, <br /> <br />Now, therefore, I, James W. Lentz, serving as Chairman of the Board <br />of County Commissioners of Cabarrus County <br /> <br />Do hereby proclaim <br /> <br />AMERICAN EDUCATION WEEK <br />November 11-17, 1990 <br /> <br />All citizens are urged to observe this week with appropriate <br />activities and to renew their commitment to the education of every <br />child. <br /> <br />Signed this 5th day of November, 1990. <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby, Melvin and Moss and Chairman Lentz voting for, the Board <br />approved the renewal of the Library Agreement between the City of Concord and <br />Cabarrus County as follows: <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />AGREEMENT <br /> <br /> THIS AGREEMENT, made and entered into this day of , <br />1990, by and between CITY OF CONCORD, a municipal corporation of the <br />State of North 'Carolina, hereinafter referred to as "CONCORD" and <br />CABARRUS COUNTY, a governmental subdivision of the State of North <br />Carolina, hereinafter referred to as "CABARRUS"; <br /> <br />WITNESS ETH : <br /> <br /> That whereas, Concord operates a library in the municipal <br />limits known as "Cannon Memorial Library" and has operated the same <br />for a number of years; and whereas, Cabarrus makes appropriations <br />to said library; and whereas, Cabarrus has established a branch <br />library in the Town of Kannapolis and at future times may desire to <br />establish branch libraries in other parts of Cabarrus County; and <br />whereas, it is desired that Concord administer the entire library <br />system in the manner hereinafter provided for in this contract. <br /> NOW, THEREFORE, in consideration of the premises' and the <br />mutual agreements hereinafter made, the parties do agree as follows: <br /> 1. That Cabarrus has established a county library system <br />with the first branch being in the Town of Kannapolts, North <br />Carolina, and will fund said system and will continue to make <br />contributions to Concord for the operation of the Cannon Memorial <br />Library in the City of Concord. <br /> <br /> <br />
