565 <br /> <br /> 2. That Concord will administer the entire library system <br />and will be solely responsible for the employment of the Head <br />Librarian (Library Director) of the system and for the employment <br />of the staff of the Cannon Memorial Library. <br /> 3. The Head Librarian and all personnel in the Cannon <br />Memorial Library will be employees of Concord and all final <br />decisions concerning them will be made by Concord. <br /> 4. The Head Librarian and the Board of Library Trustees of <br />Cabarrus will recommend to the Cabarrus County Manager persons to <br />be Chief Branch Librarians for each branch of the library system. <br />The County Manager will then select and employ the Chief Branch <br />Librarian for each branch. Each candidate must be certified by the <br />State of North Carolina. After consultation with the Head <br />Librarian, each Chief Branch Librarian, with the approval of the <br />Cabarrus County Manager, will hire personnel for the branch. The <br />Chief Branch Librarians and all branch personnel shall be County <br />employees. <br /> 5. The salaries and benefits for personnel at the branch <br />libraries initially shall be based on the salary schedule and <br />benefits available to employees of Concord at the Cannon Memorial <br />Library, Future changes in salaries and benefits shall be <br />determined by Concord and Cabarrus for the employees of each. <br /> 6. The budget for the branch libraries shall be proposed by <br />the Head Librarian to the Board of Library Trustees after receipt <br />of requests from all branches. The Board of Library Trustees shall <br />review the budget, consult with Concord and make recommendations to <br />Cabarrus concerning the budget. The budgets shall separately <br />identify costs for each branch. The budget for the Cannon Memorial <br />Library shall be adopted by Concord. The budget for the branch <br />libraries shall be adopted by Cabarrus. <br /> 7. Title to the Cannon Memorial Library and all of the books <br />and other assets in said library shall be and remain with Concord. <br />Title to the real property and all books and other assets of the <br />branch libraries shall be and remain with Cabarrus. Title to assets <br />acquired in the future for the Cannon Memorial Library will be in <br />Concord and title to assets acquired in the future by the branch <br />libraries shall be in Cabarrus. <br /> 8. Ail purchases of books, supplies and all expenditures of <br />money shall be made by the Head Librarian under the provisions of <br />the Local Government Finance Act. <br /> 9. Contributions to the County library system by persons, <br />firms, interest groups or governmental subdivisions to fund <br />particular items may be accepted and used for the purposes <br />designated subject to approval by the Head Librarian and the Board <br />of Library Trustees. <br /> 10. This Contract shall be effective upon its execution and <br />shall remain in force and effect through December 31, 1995.
