569 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Gabarrus County Governmental <br />Center in Concord, North Carolina, on Friday, November 9, 1990, at 8:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Mr. Michael M. Ruffin, County Manager, asked that the Board defer the first <br />vote on the issuance of an ambulance franchise to CHAR-MECK Ambulance Service, <br />Inc. in order to permit additional study regarding the award of the franchise. <br />He did recommend that the Board consider an amendment to Section ll(a) of the <br />Cabarrus County Ambulance Franchise Ordinance relative to insurance requirements. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board adopted the following amendment to the Cabarrus <br />County Ambulance Franchise Ordinance. <br /> <br />Amend Section ll(a) to read as follows: <br /> <br />(a) <br /> <br />Automobile liability insurance coverage for owned, hired and <br />non-owned vehicles in an amount of not less than $100,000.00 <br />per person and $300,000.00 per accident for bodily injury and <br />$50,000.00 per accident for property damage. <br /> <br /> Mr. Michael M. Ruffin, County Manager, reported Mr. Paul Watson, Engineer <br />with HDR Engineering, had learned on November 8 that a statement of additional <br />findings concerning the Coddle Creek Reservoir project would have to be written <br />by Mr. David Franklin of the United States Army Corps of Engineers prior to the <br />official issuance of the Section 404 Permit. Therefore, the Board deferred the <br />award of the Coddle Creek Reservoir construction bids until the executed Section <br />404 Permit has been received. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to go into executive session to discuss the <br />possible location or expansion of an industry in the county, a personnel matter, <br />and a land acquisition matter. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the executive session was terminated. <br /> Commissioner Moss introduced discussion of the preparation of the Airport <br />Layout Plan (ALP) for the proposed Cabarrus County Airport. He indicated that <br />the ALP would provide such needed information as facility cost estimates, <br />location of airport facilities, a height zoning ordinance, and funding sources. <br />Commissioner Moss also noted that the ALP was required before the County would <br />be eligible for State and Federal funding. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss, Melvin, and Hamby and Chairman Lentz voting for and <br />Commissioner Simmons voting against, the Board authorized Espey, Huston & <br />Associates, Inc. (formerly Talbert Cox & Associates, Inc.) to prepare the <br />Airport Layout Plan for the proposed Cabarrus County Airport at a cost of <br />$26,504.00. The Workscope Summary Cost Proposal as approved by the Board was <br />as follows. <br /> <br />NEW CABARRUS COUNTY AIRPORT <br />ALP UPDATE & NARRATIVE REPORT <br /> <br />WORKSCOPE SUMMARY COST PROPOSAL <br /> (October 4, 1990) <br /> <br />1.0 Introduction <br /> <br /> This Workscope provides for the development of an Airport <br />Layout Plan (ALP) drawing set and narrative report for the new <br />Cabarrus County Airport. <br /> Work will be accomplished to all applicable FAA and State of <br />North Carolina standards to allow official approval by all review <br />agencies. <br /> In addition, a height zoning ordinance is also included in the <br />Workscope to allow Cabarrus County to protect airport related <br />airspace in concert with Federal and State recommendations. <br /> <br /> <br />
