572 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, November 19, 1990, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Absent Commissioner: William G. Hamby, Jr. <br /> Chairman Lentz and Commissioner Moss arrived at 7:10 P.M. The meeting was <br />called to order at that time by Chairman Lentz. <br /> The invocation was given by Reverend Michael E. Wood of the Concord <br />Christian Church. <br /> <br />NEW BUSINESS <br /> <br />Zoning Atlas and Text Amendments <br /> <br /> Chairman Lentz announced that this was the date and hour scheduled for a <br />public hearing relative to the proposed Zoning Atlas and Text amendments. Dr. <br />Nancy Randall, Chairperson of the Cabarrus County Planning Board, presented the <br />proposed amendments as recommended by the Planning Board. Mr. Gerald A. Newton, <br />Planning and Zoning Director, and Planning and Zoning staff members Jonathan <br />Marshall, Sue Russell, Mike Byrd, and Michael Downs presented the staff's <br />findings and reviewed the locations of the areas proposed for rezoning. <br /> <br />Zoning Text Amendment <br /> <br />(1) <br /> <br />Petition 90-10(t). Planning and Zoning Department. Section 3.13. <br />"District Statement of Intent", Section 3.2-4. "Schedule of Use <br />Regulations", and Section 16. "Definitions". Amending the A-I Zoning <br />District regulations and uses. <br />The Planning Board voted 5-0 to recommend approval of this petition. <br /> <br />Zoning Atlas Amendments <br /> <br />(1) <br /> <br />Petition 90-15 Planning and Zoning Department. Request to amend the <br />district regulations for all properties zoned A-I and to rezone some A- <br />I properties to more appropriate zoning districts (From A-I to R-40, R- <br />30, R-15, RMF-7A, I-l, and modified A-I.) <br />The Planning Board voted 5-0 to recommend approval of this petition. <br /> <br /> Properties proposed for rezoning were identified on Section Maps as <br />follows: <br /> <br />Section: #l- <br />Location: N.C. 73 East & 1-85 <br />Number ~6f Parcels: 65 <br />Recommended Zoning: A-I/R-30 & C-4 <br /> <br />Section: #2 <br />Location: Rustic Lane, Rural Drive, Highway 73 West <br />Number of Parcels: 39 <br />Recommended Zoning: R-30/RMF-7A <br /> <br />Section: #3 <br />Location: Poplar Tent Road/Ivey Cline Road <br />Number of Parcels: 38 <br />Recommended Zoning: A-I <br /> <br />Section: #4/#6 <br />Location: Poplar Tent Road <br />Number of Parcels: 3/42 <br />Recommended Zoning: A-I/R-40 <br /> <br />Section: #5 <br />Location 1-85/Pitts School Road <br />Number of Parcels: 25 <br />Recommended Zoning: A-I <br /> <br /> <br />
