595 CABARRUS COUNTY BOARD OF COMMISSIONERS NOVEMBER 30, 1990 RECESSED MEETING Upon motion duly made and seconded, the attached transcription of a tape recording of the November 30, 1990 recessed meeting of the Board of Commissioners for the County of Cabarrus, as prepared by Frankie F. Small, follows, in lieu of minutes, as the official recordation of the activities which occurred. By attachment of this transcription, the Board of Commissioners of the County of Cabarrus do not adopt, ratify, confirm or otherwise approve any action taken in the meeting. Small Clerk, Board of Commissioners Cabarrus County, North Carolina (See Minutes for the February 4, 1991 Meeting of the Board of Commissioners) The Board of Commissioners for the County of Cabarrus met in recessed 'session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Friday, November 30, 1990, at 1:00 P.M. Present - Chairman: James W. Lentz R. Giles Moss Martha H. Melvin Billy J. Simmons, Jr. Absent - Commissioner: William G. Hamby, Jr. Others present for the meeting included Mr. Fletcher L. Hartsell, Jr., County Attorney; Mr. Leonard Sossamon, Concord City Manager; Mr. Gordon Belo, Concord City Attorney; Mr. Michael M. Ruffin, County Manager; and Ms. Frankie F. Small, Clerk to the Board. Chairman Lentz called the meeting to order at 1:20 P.M. and announced that he had hired Mr. Gordon Belo, Attorney, to assist in the legal case relative to the airport. The leader on the cassette tape prevented the tape recording of the actual beginning of the meeting. However, the transcript for the remainder of the meeting is as follows: LENTZ: ..... to assist the county manager, and I was authorized to do that by Board vote at a previous meeting. This is going to be sort of a work session. We have got the two draft copies of the contract and there is some dates and some amendments and things that are going to have to be done. Fletcher, I think there was a recommendation that we consolidate these two contracts into one contract. You got a comment about that. HARTSELL: Mr. Chairman, there has been some suggestion that ..I think that depending upon the other areas of the contract you may or may not want to do that and I think you should, it's simple to make that consolidation. In fact, the wordage change necessary to make one basically interrelated with the other I've already put on a draft copy that is in word processing equipment to take care of it. But there are implications depending on other things that you may or may not want that relationship. That just depends on your choice and that of the City of Concord.
