596 LENTZ: OK HARTSELL: I will be glad to explain those insofar that it might relate to any changes you would make in the draft copies as they exist. In my opinion, you may very well want that but with changes you may want to change that. MELVIN: You may not want it. LENTZ: Bill SIMMONS: What I thought I might suggest I'm not sure what the best way to do this is perhaps let the City make their comments and concerns about the contract are, what they like and dislike and let us listen to that and then perhaps counsel should explain to us privately what the implications of that is under the county so we can make a good decision. I don't like what we are doing but it should be in the best interest of the people and protect the county sufficiently to show that we are responsible in what we are doing. LENTZ: All right, I think before we attempt that. Martha, bring out if you would have some notes there, bring out any changes that would be suggested. MELVIN: Mr. Chairman. Yes, I had written myself some remarks in reviewing this and some of these are questions for the county and some are questions that concern Concord naturally. One, my first one is on page 3 and has to do with the completion date which is in section ~3. In view of the circumstances, I do feel that there should be some additional thought placed on this. We certainly can't foresee what the future brings but we do have a real threat of war. We do have any number of inconsistencies that could not be contemplated at this time. And I personally would like some input from the board and from Concord on that particular item. #3. Also on the repurchase option on page 5 and page 6, I realize there is a concern there on part of both parties and I am questioning whether or not we might have some input on the fact that this would not be effective if the entire reimbursement is made and you wouldn't have to go back and do an entirely new contract. In any words that would become null and void under certain conditions. That's my concern on the Construction, Operation and Maintenance of the Airport item. You want to discuss that. Ok, Leonard, of course you and Gordon are aware of the areas we are talking to and have a problem with them. If you have a comment or anything about it please feel free to say. Since the purpose of these contracts is to continue this Board's desire to see an airport built in the county, I think we might perhaps want to consider adding a clause to the contract that would require the City to actually begin construction on the airport, you know, within a reasonable time frame. I think the third year of the DOT's plan is when monies, you know, are going to be applied for construction that they use that since they got county assets in there and that is what you all want to do. I think you might want to consider that. Originally, I thought about shortening this date but this is not practical to shorten date on operation because it takes a long time to construct one. But to put in there that they have got to begin on it and they just don't take the grant money and put it in the bank and take our sewer and water money and put it in the bank and draw interest on it and let the project go.
