In my opinion, you <br />may very well want that but with changes you may want to change that. <br /> <br />MELVIN: You may not want it. <br /> <br />LENTZ: Bill <br /> <br />SIMMONS: What I thought I might suggest I'm not sure what the best way to do <br />this is perhaps let the City make their comments and concerns about the contract <br />are, what they like and dislike and let us listen to that and then perhaps <br />counsel should explain to us privately what the implications of that is under <br />the county so we can make a good decision. I don't like what we are doing but <br />it should be in the best interest of the people and protect the county <br />sufficiently to show that we are responsible in what we are doing. <br /> <br />LENTZ: All right, I think before we attempt that. Martha, bring out if you <br />would have some notes there, bring out any changes that would be suggested. <br /> <br />MELVIN: Mr. Chairman. Yes, I had written myself some remarks in reviewing this <br />and some of these are questions for the county and some are questions that <br />concern Concord naturally. One, my first one is on page 3 and has to do with the <br />completion date which is in section ~3. In view of the circumstances, I do feel <br />that there should be some additional thought placed on this. We certainly can't <br />foresee what the future brings but we do have a real threat of war. We do have <br />any number of inconsistencies that could not be contemplated at this time. And <br />I personally would like some input from the board and from Concord on that <br />particular item. #3. Also on the repurchase option on page 5 and page 6, I <br />realize there is a concern there on part of both parties and I am questioning <br />whether or not we might have some input on the fact that this would not be <br />effective if the entire reimbursement is made and you wouldn't have to go back <br />and do an entirely new contract. In any words that would become null and void <br />under certain conditions. That's my concern on the Construction, Operation and <br />Maintenance of the Airport item. You want to discuss that. You want their <br />concerns. <br /> <br />(Commissioner Moss arrived for the meeting at this time.) <br /> <br />LENTZ: City. Ok, Leonard, of course you and Gordon are aware of the areas we <br />are talking to and have a problem with them. If you have a comment or anything <br />about it please feel free to say. I want input. <br /> <br />LENTZ: All right <br /> <br />SIMMONS: The only other comment I made to Martha just before we came in to <br />here. Since the purpose of these contracts is to continue this Board's desire <br />to see an airport built in the county, I think we might perhaps want to consider <br />adding a clause to the contract that would require the City to actually begin <br />construction on the airport, you know, within a reasonable time frame. I think <br />the third year of the DOT's plan is when monies, you know, are going to be <br />applied for construction that they use that since they got county assets in <br />there and that is what you all want to do. I think you might want to consider <br />that. Originally, I thought about shortening this date but this is not <br />practical to shorten date on operation because it takes a long time to construct <br />one. But to put in there that they have got to begin on it and they just don't <br />take the grant money and put it in the bank and take our sewer and water money <br />and put it in the bank and draw interest on it and let the project go.
