616 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, December 3, 1990, at 7:00 P.M. <br /> Present - Commissioners: William G. Hamby, Jr. <br /> Billy J. Simmons, Jr. <br /> The meeting was called to order by Mr. Michael M. Ruffin, County Manager. <br /> The invocation was given by Reverend Matthew Burton of the Center United <br />Methodist Church. <br /> The Honorable James C. Davis, Senior Resident Superior Court Judge, <br />administered the Oaths of Office to the following members of the Cabarrus Soil <br />and Water Conservation District Supervisors, the Cabarrus County Board of <br />Education, and the Cabarrus County Board of Commissioners: <br /> <br />Cabarrus Soil and Water Conservation District Supervisors <br /> <br />A.
