616 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, December 3, 1990, at 7:00 P.M. <br /> Present - Commissioners: William G. Hamby, Jr. <br /> Billy J. Simmons, Jr. <br /> The meeting was called to order by Mr. Michael M. Ruffin, County Manager. <br /> The invocation was given by Reverend Matthew Burton of the Center United <br />Methodist Church. <br /> The Honorable James C. Davis, Senior Resident Superior Court Judge, <br />administered the Oaths of Office to the following members of the Cabarrus Soil <br />and Water Conservation District Supervisors, the Cabarrus County Board of <br />Education, and the Cabarrus County Board of Commissioners: <br /> <br />Cabarrus Soil and Water Conservation District Supervisors <br /> <br />A. Frank Herrin, Jr. <br />Myra N. Morrison <br />John A. Foil, Jr. <br /> <br />Cabarrus County Board of Education <br />Kaye M. Amos <br />L. Don Hoyle <br /> <br />Cabarrus County Board of Commissioners <br />Jeffrey L. Barnhart <br />Carolyn B. Carpenter <br />Kenneth F. Payne <br /> <br /> The Oaths of Office as administered to the Board of Commissioners were as <br />follows. <br /> <br />OATH OF OFFICE <br /> <br /> I, Jeffrey L. Barnhart, do solemnly affirm that I will support <br />and maintain the Constitution and laws of the United States, and the <br />Constitution and laws of North Carolina not inconsistent therewith, <br />and that I will faithfully discharge the duties of my office as <br />County Commissioner, so help me God. <br /> <br /> /s/ Jeffrey L.
