625 <br /> <br />of officials of the municipalities, the County, and the School Boards is <br />scheduled for Tuesday, December 11, 1990, at McCabes Restaurant. The Board <br />designated Commissioners Barnhart and Carpenter to attend the meeting as <br />representatives of Cabarrus County. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter with <br />Chairman Simmons and Commissioners Carpenter, Barnhart, and Payne voting for and <br />Commissioner Hamby voting against, the Board agreed to send a Resolution to the <br />City of Concord telling them it is the Board's intent and desire to rescind the <br />two contracts that were passed November 30 and ask them by the terms of the <br />contracts if their board would take similar action, and if not, to meet with the <br />County to discuss the matter. <br /> There was brief discussion relative to the "Resolution Establishing Written <br />Exemption of Particular Contracts for the Procurement of Architectural, <br />Engineering, and Surveying Services Pursuant to Section 143-64.32(b) of the <br />General Statutes of North Carolina". <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously carried, the Board postponed consideration until the next meeting <br />of the "Resolution Establishing Written Exemption of Particular Contracts for <br />the Procurement of Architectural, Engineering, and Surveying Services Pursuant <br />to Section 143-64.32(b) of the General Statutes of North Carolina". <br /> Chairman Simmons announced that the Board would meet at 6:30 P.M. on <br />Tuesday, December 11, for a two-hour work session relative to the Capital <br />Improvements Plan for water and sewer services. <br />Chairman Simmons opened the floor for comments from Board members. <br />Commissioner Payne commented on the efforts put forth by the Board members <br />and their sincerity in trying to accomplish the things they had said they would <br />do. He noted during his remarks that the tax notices would be mailed during the <br />next week. <br /> Commissioner Carpenter thanked those persons who worked for her during the <br />elections and stated her intent to serve every one in Cabarrus County as fairly <br />as possible. <br /> Commissioner Barnhart stated it was an honor to serve as a member of the <br />Board and thanked his family for their support. He noted that the Board faces <br />many challenges, and in turn he challenged the people to try to understand what <br />the Board is trying to do. <br /> Commissioner Hamby spoke on the republic form of government and noted that <br />the Board members were elected to represent the county. He commented on the <br />importance of studying each issue as carefully as possible. <br /> Chairman Simmons expressed appreciation at the confidence shown with his <br />election as chairman. He also commented on studying each issue as well as <br />following the wishes of the people in the county. <br /> Chairman Simmons recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> Chairman Simmons reconvened the meeting of the Board of Commissioners. <br /> There being no further business to come before the Board, Chairman Simmons <br />recessed the meeting until 6:30 P.M. on Tuesday, December 11, 1990. <br /> <br />Clerk to the Board <br /> <br /> <br />
