The election as <br />specified in the Petition for the Fire District Election is for "the purpose of <br />submitting to the qualified voters therein the question of levying and <br />collecting a special tax on all taxable property in said district, of an amount <br />not exceeding fifteen cents ($.15) of the one hundred dollars ($100.00) <br />valuation of property, for the purpose of providing fire protection in said <br />district." <br /> A written request was received from Mr. Alvin M. Stanford, Agricultural <br />Extension Chairman, to approve the transfer of the Education and Nutrition <br />Education Program (EFNEP) equipment to Mecklenburg County since the program has <br />been discontinued in Cabarrus County. This item will be discussed further at the next meeting. <br /> Commissioner Hamby reported that he would be unable to attend the <br />Legislative Goals Conference of the North Carolina Association of County <br />Commissioners on December 12-13, 1990. He had been designated as voting delegate <br />on November 19. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Simmons and <br />unanimously carried, the Board designated Commissioner Carpenter as the voting <br />delegate for Cabarrus County at the Legislative Goals Conference of the North <br />Carolina Association of County Commissioners. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board agreed in principle to pay the following <br />employees for compensatory time as stated and authorized the County Manager to <br />prepare a budget amendment to provide funding in the amount of $5,511.00 to pay <br />the employees. <br /> <br />Employee Vac/balance Comp/Balance Salary Due <br />Frankie F. Snipes 228:11:14 75:08 916.59 <br /> <br />$5,511.00 <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board moved to go into executive session for <br />consultation with counsel and to discuss possible land acquisition. <br /> Commissioner Payne was not present at the time the Board voted to adjourn <br />the executive session. <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Simmons with <br />Commissioners Barnhart, Hamby and Carpenter and Chairman Simmons voting for, the <br />executive session was adjourned. <br /> Chairman Simmons recommended the scheduling of informal meetings for the <br />Board of Commissioners with the governing boards of the municipalities in the <br />county. <br /> Commissioner Payne returned to the meeting at this time. <br /> <br /> <br />
