BOARD OF EQUALIZATION AND REVIEW <br />This board: (1) reviews the tax lists of the county for the current year to assure that all <br />property is listed and appraised accurately; (2) hears any property owner's appeal <br />concerning the value assigned to his property (orthat of others); and (3) hasthe authority to <br />make adjustments necessary to bring the valuation into line with the standards established <br />by law. Members serve three-year terms. <br />CABARRUS COUNTY PLANNING AND ZONING COMMISSION <br />This commission serves a key role in shaping the future development of the county as it <br />reviews subdivisions, assists in area plans, and makes land use decisions, some of which <br />are forwarded to the Board of Commissioners. The commission also serves as the Board of <br />Adjustment that hears and decides appeals of decisions by the Zoning Enforcement Officer, <br />and grants special use permits/variances. Members include a representative from each of <br />the 7 planning areas (Concord, Midland, Central, Eastern, Harrisburg, Kannapolis and <br />Northwest Cabarus), 2 at -large representatives and 3 Alternate members. Appointments <br />are for terms of three years. <br />CARDINAL INNOVATIONS HEALTHCARE SOLUTIONS — Community Oversight Board <br />By resolution as a result of new legislation, the Boards of County Commissioners of <br />Alamance, Cabarrus, Caswell, Chatham, Davidson, Franklin, Granville, Halifax, Orange, <br />Person, Rowan, Stanly, Union, Vance and Warren Counties agreed to be served by a single <br />Area Authority operating as a Managed Care Organization with a governance structure that <br />will function under existing law, as well asunder the new governance legislation. It is in the <br />interest of the public health and welfare to create an Area Authority to operate North <br />Carolina's 1915(b)/(c) Medicaid Waiveras a Managed Care Organization and to manage all <br />public resources that may become available for mental health, intellectual and <br />developmental disabilities, and substance abuse services, including federal block grant <br />funds, federal funding for Medicaid and Health Choice, and all other public funding sources. <br />The Community Oversight Board (COB) is part of Cardinal Innovations Healthcare <br />Solutions'governancestructure. The COB consists of three (3) members from each County, <br />appointed by each County's Board of Commissioners, and will include a County <br />Commissioner or designee, a consumer or family member, and another citizen or <br />stakeholder; and one (1) member from the Local Consumer and Family Advisory Committee, <br />either the Chair or other elected official. Appointments are for terms of three years. <br />CENTRALINA WORKFORCE DEVELOPMENT BOARD <br />This group serves as the governing body fora variety of programs and their plans, including <br />the Job Training Partnership Act, Work First (JOBS) welfare and placement programs, the <br />Older Worker Americans Act Job Training and Employment Program, etc. The County <br />Commissioners appoint persons representing Education, Organized Labor and the Private <br />Sector (2) to serve on this six -county, 20 -member board. Appointments are for terms of two <br />years. <br />CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and around the <br />boundaries of the City of Concord.
