HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town Administrator and the <br />Fire Chief on matters of policy, administration and operations. The board tracks the <br />progress of the Harrisburg Fire Department's key objectives as outlined in the annual report, <br />reviews the Department's By -Laws on an annual basis, and recommends changes to the <br />Town Council for final approval. <br />HARRISBURG PLANNING AND ZONING BOARD <br />This board reviews, regulates development within and around the boundaries of the Town of <br />Harrisburg and hears and decides on appeals of zoning within the Town's jurisdiction. The <br />County Commissioners appoint one person who resides in the extraterritorial jurisdiction of <br />the Town to serve for a term of three years. <br />HOME AND COMMUNITY CARE BLOCK GRANT ADVISORY COMMITTEE <br />This advisory committee assists the Department of Aging with the development of the <br />County Aging Funding Plan through the Home and Community Care Block Grant for Older <br />Adults. The committee is composed of potential public and private providers of aging <br />services, elected county officials, older adults and representatives of other aging interests in <br />the county. <br />HUMAN SERVICES ADVISORY BOARD <br />This board is appointed by the Board of Commissioners to advocate, advise and consult <br />regarding services within the Department of Human Services. The board is composed of five <br />members who are appointed for three-year terms. <br />In the first year of organization, the terms will be staggered with three members appointed to <br />three-year terms and two members appointed to two-year terms. <br />INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or betterways to help alleviate <br />unemployment and raise below-average manufacturing wages and (2) pollution control <br />facilities for industries. The 7 -member authority meets as needed. Appointments are for <br />terms of six years. <br />JURY COMMISSION <br />This commission is responsible for compiling the jury lists for the Courts. The Board of <br />Commissioners appoints one member fora term of two years to the 3 -member commission. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at -risk youth and assesses the need for <br />delinquency treatment and prevention services in Cabarus County. The 25 -member council <br />is made up of a variety of judicial and public agency representatives as well as seven at - <br />large members.
