This team is based on the Incident Command System (ICS) discussed in Chapter 4 and includes <br />representation from each area of the organization. <br />A Completed "EMERGENCY RESPONSE TEAM ROSTER" is found in the <br />section of this document entitled SECURITY PLAN SUPPORTING <br />DOCUMENTS at SECTION 7.8. <br />2.4d — PHONE TREES <br />Cabarrus County Transportation Service maintains an accurate and up-to-date call tree with staff <br />names and phone numbers. The call tree enables everyone in the organization to be contacted <br />quickly, with each staff member having to make no more than a couple of calls. Details on use of <br />the call list are included in Chapter 4 — Response. Quarterly exercises using the phone tree <br />should be run so that all members of the team are familiar with its use and application. <br />2.4c. — DELEGATION OF AUTHORITY <br />Cabarrus County Transportation Service has a plan to ensure continuity of management <br />throughout any emergency incident. The succession plan provides for automatic delegation of <br />authority in cases where: <br />The Emergency Response Coordinator (ERC) or other agency incident response <br />personnel are no longer able to perform incident -related duties due to injury, illness or <br />exhaustion/rest and recuperation. <br />A member of the incident response team is temporarily unable to perform incident -related <br />duties due to loss of radio or phone service. <br />Regular members of the agency incident response team are unavailable due to travel (e.g, <br />vacation, professional development, etc.) <br />The succession plan designates the next most senior leader required to manage temporary <br />duties normally assigned to higher-level personnel. <br />A completed "SUCCESSION LIST" reflecting Cabarrus County <br />Transportation Service emergency internal chain of command is found <br />in the section of this document entitled SECURITY PLAN SUPPORTING <br />DOCUMENTS at SECTION 7,9. <br />Cabarrus County Transportation Service is committed to proactively coordinate with local <br />emergency management, law enforcement and other first responders in preparing for an <br />integrated response to emergencies and security related events. Toward this end Cabarrus <br />County Transportation Service meets on a regular basis with local emergency management staff, <br />local law enforcement and other first responders, and reviews local and transit agency emergency <br />Attachment number 5 \n <br />F-5 Page 326 <br />
