68 ) HARRISBURG <br />COMMUNITY FACILITIES <br />INTEGRATE PUBLIC BUILDINGS SEAMLESSLY <br />INTO THE COMMUNITY <br />Public buildings can serve as organizing elements in the built environment and anchors <br />in areas where the collection of uses would benefit from high levels of daily foottraffic. <br />Schools are magnets for residential development. Therefore, careful consideration of <br />each site before selection is necessary to fully understand the potential impacts and <br />benefits of new school locations. <br />• Meet with the Cabarrus County School Board representatives to discuss the Harrisburg Area Land <br />Use Plan, once adopted, so that this plan may serve as input into the next school facilities plan <br />update(s). <br />• Continue to promote the Cabarrus County School Site Guidelines as the School Board determines <br />future school locations in the Planning Area. <br />• Locate community buildings in prominent locations. Sites should be highly visible from several vantage <br />points.The structures should be oriented to be the terminus ofviews down key corridors, and flanked <br />by civic open space to give the structure the prominence it deserves. Examples of such buildings <br />includeTown Hall, a post oflice,a library, a school. <br />- Assess potential sites based on the above criteria. <br />- Work with the County and regional agencies seeing locations for comparable buildings in the <br />Planning area to accomplish these results. <br />PUBLIC SAFETY <br />Through the design of private development, transportation facilities, and parks and <br />other public spaces, and through the delivery of adequate community services, the <br />residents and property owners in the study area want to be assured that their safety <br />is a priority. <br />• In public safety(i.e.,police, fire and emergency medical service), maintaining or improving the response <br />times (particularly for ISO ratings) is critical as growth continues. Update the service areas and <br />facilities plans for public safety to ensure level of service needs are met <br />G-1 Page 189 <br />
