AREA LAND USE PLAN ( 69 <br />GENERAL <br />BEGIN IMPLEMENTATION OF THE PLAN IMMEDIATELY <br />FOLLOWING ADOPTION <br />Successful implementation efforts, especially tangible changes, demonstrate commit- <br />ment, and instill resident; and investor confidence of this plan is achieved. <br />• Following adoption ofthe plan by both theTown and the County, embark on implementation efforts <br />immediately focusing first on the six priority action steps (referto page 47). <br />• Establish an implementation program that enables theTown and the County to work separately and <br />jointly. <br />- Evaluate and prioritize implementation strategies outlined in this Harrisburg Area Land Use Plan. <br />- Develop an implementation guide that reflects the priontvation by identifying short-, mid-, and <br />long-term activities. <br />- Establish metrics to be used in monitoring progress. <br />- Form a committee to oversee and measure progress on implementation activities, particularly <br />those identified as short-term or first-year tasks <br />• Update the plan at least every 5-7 years. <br />• For consistency, update the adopted plans of the Town and the County by incorporating the recom- <br />mendations of this plan. Consider the following as priorities: <br />- Parks and Recreation Master Plan <br />• Implement the Morehead West Area Plan. <br />PARTICIPATE IN REGIONAL COORDINATION <br />Cooperating and communicating with the other units of government, area agencies, <br />and local organizations facilitates the creation of partnerships, advancement towards <br />common goals, and better utilization of resources. <br />• Work in partnership with each other and with neighboring jurisdictions <br />- Concord <br />- Midland <br />- Charlotte -Mecklenburg <br />• Coordinate with local and regional and state agencies <br />- Metropolitan Planning Organization (MPO) <br />- Charlotte Regional Transportation Planning Organization (CRTPO) <br />- Water and Sewer Authority of Cabarrus County(WSACC) <br />- North Carolina Department ofTransportation (NCDOT) <br />Attachment number 8 \n <br />G-1 Page 190 <br />
