Consistency Statement for Proposed Amendment to the Cabarrus County <br />Development Ordinance Chapter 16, Flood Damage Prevention <br />TEXT2018-00002 <br />Having reviewed and considered the Proposed Amendment TEXT2018-00002, the accompanying <br />documents, the staff analysis, Department of Public Safety input, comments from the general public, <br />and input from the Cabarrus County Planning and Zoning Commission, the Cabarrus County Board of <br />Commissioners adopts this statement of consistency. <br />The Proposed Amendment is consistent with the Small Area Land Use Plans (Plans) because the Plans <br />seek to create a safe and healthy community, to preserve open space, to create expanded housing <br />options, and to encourage economic development. <br />The Proposed Amendment is reasonable and in the public interest because Cabarrus County participates <br />in the National Flood Insurance Program (NFIP) and in the Federal Emergency Management Agency <br />(FEMA) Community Rating System (CRS) Program. The proposed ordinance and the adoption of the <br />FEMA Flood Rate Insurance Maps (FIRM) allows regulation of development as it relates to the Special <br />Flood Hazard Areas (SFHA) identified for Cabarrus County by FEMA. Use of the floodplain maps and the <br />corresponding model ordinance provided by the North Carolina Department of Public Safety when <br />reviewing development results in less damage to residences and businesses. It also creates a more <br />resilient community when flooding events occur. Participation in the NFIP program and floodplain <br />regulation also allows Cabarrus County to seek disaster relief assistance when significant weather events <br />cause flooding in Cabarrus County. <br />For the reasons set forth above, the Planning and Zoning Commission recommends that the Cabarrus <br />County Board of Commissioners consider adopting proposed text amendment TEXT2018-00002. <br />For the reasons set forth above, the Cabarrus County Board of Commissioners hereby adopt this <br />Statement of Consistency and approve TEXT2018-00002. <br />Signed this day of 2018. <br />Chair of the Cabarrus County Board of Commissioners <br />Clerk to the Board of Commissioners <br />Page 227 <br />
