November 6, 2017 (Work Session) Page 3346 <br />Chairman Morris advised removing this chapter from the Code of Ordinances <br />should help avoid confusion for citizens. <br />County Manager - Improvement to Coddle Creek Reservoir Private Access Road <br />Jonathan Marshall, Deputy County Manager reported that there is an access <br />road and gate off of North Carolina Highway 73 adjacent to the Coddle Creek <br />Reservoir to private property. The road and gate were provided by the county as <br />part of the original construction of the reservoir. The County and WSACC (Water <br />and Sewer Authority of Cabarrus County) have met with the private property <br />owners and proposed some improvements and changes to the access road due to <br />safety concerns when exiting North Carolina Highway 73 to enter the access road. <br />Mr. Marshall stated that the WSACC Board requests the Board to consider <br />splitting the cost of improvements. Initial estimates for the total cost would <br />be approximately $40,000. <br />A discussion ensued. During discussion, Mr. Marshall, Richard Koch, County <br />Attorney and Pam Dubois, Senior Deputy County Manager responded to questions <br />from the Board. <br />County Manager - Re -appropriation of Funds for the Purchase of Land for the <br />Carolina Thread Trail <br />Pam Dubois, Senior Deputy County Manager reported that two projects were <br />planned and funded per the Board's approval for the Carolina Thread Trail. The <br />first was for $59,329 for the Benchmark Trails to be funded in 2016, and the <br />second was for the purchase of land for $50,000 in 2017. Ms. Dubois stated due <br />to a missing budget revision, the commissioners approved additional funds to <br />the $50,000 to fully fund the Benchmark Trails project. She advised that it is <br />now time to purchase the land and due to the aforesaid, $50,000 is needed to <br />purchase the land for the Carolina Thread Trail project. <br />Department of Human Services - M9 Community Transportation Capital Grant and <br />FY19 Urbanized Area Funding <br />Bob Bushey, Transportation Manager reported that since the October <br />meeting, he has received information from the Mobility Specialist with the State <br />of North Carolina in connection with the 5311 Administrative Grant, 5311 Capital <br />Grant and 5307 Federal Capital Grant. He announced that due to an error in <br />communications from the state regarding how the funds can be used, Cabarrus <br />County will be allowed to re -apply for the grants. This will also allow the <br />purchase of five replacement vehicles (as originally intended) as well as the <br />vehicle tablets through the 5311 State Grant. Mr. Bushey stated this will free <br />up the funds in the 5307 Federal Capital Grant to be used for vehicle <br />maintenance. A public hearing is required. <br />Emergency Management - Expansion of Fire Manpower Unit <br />Jonathan Marshall, Deputy County Manager presented a request for <br />additional staffing for the Fire Manpower Unit. <br />Bobby Smith, Emergency Management Director reported that the Fire Manpower <br />Unit has been successful in supplementing and aiding volunteer fire departments <br />responses to emergencies. He requested the addition of one full-time firefighter <br />position. This would allow the creation of two shifts and expand the operation <br />hours to 12 hours per day, seven days per week with a flex day on Wednesdays of <br />eight hours of operation. <br />Steve Langer, Fire Marshal reviewed the schedule of coverage. He further <br />commented the additional staffing would allow the Fire Manpower Unit additional <br />coverage and time to train with the volunteer fire departments. <br />A discussion ensued. <br />Emergency Medical Services - Homeland Security Grant Program HSGP (Pass Through) <br />Alan Thompson, Emergency Medical Services (EMS) Director requested <br />approval to move forward as the host county as part of the Domestic Preparedness <br />Region (DPR) 7 of the Homeland Security Grant. <br />Jimmy Lentz, Emergency Medical Services (EMS) Assistant Director reported <br />that the County's participation as the host county for the Homeland Security <br />Grant Program (HSGP) would allow us to retain one of the three regional items <br />purchased through the grant. He stated items to be purchased are two all -utility <br />
