EMS plans to keep one of the all utility <br />terrain vehicles. <br />Infrastructure and Asset Manaaement - Discussion of Leasina Parkin Lots <br />Kyle Bilafer, Area Manager of Operations provided an update on the <br />progress of leasing surface parking lots to help ease the displacement of <br />approximately 128 parking spaces when closing public parking lots #3 and #4 for <br />construction of the parking deck. He stated three options are currently being <br />reviewed: 1) leasing 50 spaces from the City of Concord in the City's parking <br />deck; 2) leasing spaces from a private owner near Cabarrus Avenue; and 3) <br />leasing spaces across from Hartsell and Williams. Mr. Bilafer advised additional <br />funds will be needed for the leases, and a budget amendment and project ordinance <br />will be required. <br />A discussion ensued. During discussion, Mr. Sila£er and Mike Downs, County <br />Manager responded to questions from the Board. <br />Sheriff's Office - Approve Bid Award with Hilbish Motor Company for Ford Sedan <br />Police Interceptor Vehicles (Taurus) <br />Chief Deputy Paul Hunt reported that the Sheriff's Office budgeted <br />$487,500 for the purchase of 15 Ford Sedan Police Interceptor vehicles for FY18. <br />He reported a Request for Bids (RFB) was advertised, and only one bid was <br />received from Hilbish Ford in Kannapolis at a cost of $24,901 per vehicle. Chief <br />Deputy Hunt stated that the Sheriff's Office is requesting the Board to award <br />the bid to Hilbish Ford for a cost of $373,515. He also responded to questions <br />from the Board. <br />UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION by Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />the Board approved the bid award with Hilbish Motor Company and authorized the <br />Cabarrus County Sheriff's Office to purchase 15 Ford Sedan Police Interceptor <br />Vehicles (Taurus) for a cost of $373,515. <br />Sheriff's Office - North Carolina Governor's Highway Safety Program Local <br />Governmental Resolution <br />Lieutenant Aaron Rankin of the Sheriff's Office requested approval to <br />accept a grant through the Governor's Highway Safety Program to organize and <br />serve as the coordinator for an additional region for the BikeSafeNC program <br />through the Governor's Highway Safety Program. He stated the grant would cover <br />the cost of education materials, equipment and travel. In addition, Lieutenant <br />Rankin provided an overview of the Safety Program and responded to questions <br />from the Board.
