Infrastructure and Asset Manaaement - Discussion of Leasina Parkin Lots Kyle Bilafer, Area Manager of Operations provided an update on the progress of leasing surface parking lots to help ease the displacement of approximately 128 parking spaces when closing public parking lots #3 and #4 for construction of the parking deck. He stated three options are currently being reviewed: 1) leasing 50 spaces from the City of Concord in the City's parking deck; 2) leasing spaces from a private owner near Cabarrus Avenue; and 3) leasing spaces across from Hartsell and Williams. Mr. Bilafer advised additional funds will be needed for the leases, and a budget amendment and project ordinance will be required. A discussion ensued. During discussion, Mr. Sila£er and Mike Downs, County Manager responded to questions from the Board. Sheriff's Office - Approve Bid Award with Hilbish Motor Company for Ford Sedan Police Interceptor Vehicles (Taurus) Chief Deputy Paul Hunt reported that the Sheriff's Office budgeted $487,500 for the purchase of 15 Ford Sedan Police Interceptor vehicles for FY18. He reported a Request for Bids (RFB) was advertised, and only one bid was received from Hilbish Ford in Kannapolis at a cost of $24,901 per vehicle. Chief Deputy Hunt stated that the Sheriff's Office is requesting the Board to award the bid to Hilbish Ford for a cost of $373,515. He also responded to questions from the Board. UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board suspended its Rules of Procedure in order to take action on this item due to time constraints. UPON MOTION by Commissioner Kiger, seconded by Vice Chairman Honeycutt the Board approved the bid award with Hilbish Motor Company and authorized the Cabarrus County Sheriff's Office to purchase 15 Ford Sedan Police Interceptor Vehicles (Taurus) for a cost of $373,515. Sheriff's Office - North Carolina Governor's Highway Safety Program Local Governmental Resolution Lieutenant Aaron Rankin of the Sheriff's Office requested approval to accept a grant through the Governor's Highway Safety Program to organize and serve as the coordinator for an additional region for the BikeSafeNC program through the Governor's Highway Safety Program. He stated the grant would cover the cost of education materials, equipment and travel. In addition, Lieutenant Rankin provided an overview of the Safety Program and responded to questions from the Board. Chief Deputy Paul Hunt was also in attendance.
